These positions are located in the Prineville District, Division of Resources in Prineville, OR. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Duties

Salary Ranges: GS-09 : $59,966 - $77,955 GS-11 : $72,553 - $94,317 The BLM Prineville District, Division of Resources, will fill two (2) Realty Specialist Positions (GS-1170-9/11). These positions will be responsible for exercising independent technical expertise in a wide variety of land and realty transactions across multiple Districts in Oregon and Washington, which may include all or several of the following areas: Federal Land Policy and Management Act (FLPMA) realty actions, lands and realty case work, planning systems, compliance, environmental analysis, review of title reports and abstracts, preliminary and final title opinions, communication actions and budget. At the GS-9 level, the position will have more oversight by GS-11 and above Realty Specialists. Realty Specialist Major Duties, additional detail: Gather, analyze, and process information, and make defensible recommendations on a wide variety of routine, non-routine, complex and controversial lands, and realty actions primarily focused on rights-of-way, communication sites, permits, and leases. Provide support in furtherance of District office management plans. Interpret and apply laws, regulations, policies, instruction memoranda, and manuals through which the BLM administers its land and realty program, including but not limited to, the Federal Land Policy and Management Act, National Environmental Policy Act, 43 CFR 2700-2900 (substantially), Bureau manuals (handbooks), policies, guidelines, realty reports and other pertinent laws and regulations. Conduct on-site compliance examinations on rights-of-way, permits, R&PPs, communication sites, and other use authorizations. Draft and finalize legal documents and correspondence for realty assignments including rights-of-way, communication sites, permits, and leases. Coordinate with senior realty staff and Solicitors Office on legal sufficiency of documents. Review title reports and abstracts and prepare preliminary and final title opinions. Use automated land and records systems and other applications to document a wide variety of land and realty transactions. Database and software environments used for work include: Microsoft Office products including MS Word and MS Excel; BLM and GLO on-line records; LR2000; OR-WA interactive maps; WARP; GTRN; MS Access; COMMSITE; CBS; LRAM; and AMORT.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-09: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) calculating and determining routine realty and lands cost recovery; (2) leading or conducting routine on-site compliance examinations on rights-of-way, permits, and other use authorizations; (3) conducting inventory of existing realty actions as well as monitoring budget plan packages; and (4) preparing responses to routine and non-controversial inquiries concerning use, occupancy, disposal, and other actions on public land. OR Education: Have a Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education or a LL.B. or J.D., leading to such a degree from an accredited college or university in a directly related field. Such education must have provided the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. NOTE: You must submit a copy of your transcripts. GS-11: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) processing casework on controversial lands and realty actions including rights-of-ways, communication sites, land acquisitions and disposals, permits, leases, withdrawals; (2) providing information to the public regarding realty matters on public lands; (3) inspecting unlawful closure of public lands, noncompliance of stipulations/permits, or trespassing; and (4) preparing planning documents and/or monitoring budgetary needs of a realty program. OR Education: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a directly related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. NOTE: You must submit a copy of your transcripts. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
