This position is located on Ochoco National Forest, Prineville Crook OR.. The incumbent serves as a Realty Specialist, an advanced trainee on selected land cases, including real property accountability, real estate transactions, real property assignments, special use permits, leases, land status, withdrawals, title claims, rights-of-way, and/or procurements and grants. Duties

Process lands projects making certain the use to be made of the land is compatible with Forest Service programs and objectives Coordinate Forest Service-cooperator contacts regarding route selection, cost estimates, and project agreement preparation Apply Federal, State and county laws and regulations and various legal real estate documents relating to all aspects of the land adjustment program. Negotiate, arranging meetings, and resolving technical problems. Support the preparation and processing of appraisals, titles, title clearances, water rights analysis, and reports. Apply and use applicable Federal, State and county laws and regulations relating to all aspects of the land acquisition and conveyance program. Prepare land ownership and status maps to support completion of lands and realty transactions. Prepare and assemble documentation including but not limited to applications; stipulations; letters of consent; or documents regarding easements, to respond to questions and support accomplishment of lands and realty transactions. Investigate and report on trespass incidents in accordance with agency procedures. Provide technical direction to field units in processing and administration of land acquisition or conveyance projects. Perform lands analysis including boundary location and special area considerations Apply and increase knowledge of lands and realty transactions. Negotiate terms and conditions for land ownership adjustment activities to ensure compliance with Agency standards, regulations, and policies Conduct negotiations with landowners to support senior lands staff and facilitate lands and realty transactions. Explain agency policies and objective, to negotiate agreement over land adjustment activities

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-1170-09: You must have one year of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as meeting one or more of the following: Assisted in administering Special Uses permits in accordance with policies and directives; reviewed Special Use proposals to ensure all requirements were met; recommended whether to accept applications, and processed those that higher-level staff have decided to accept; supported completion of the National Environmental Policy Act (NEPA) process, issued Special Use authorizations and conducted inspections and compliance reviews; collected and inputted GPS and GIS data and used it in Special Use administration. Example: Conducted limited research on land title, rights-of-way, minerals, or other property-related matters; assisted higher-level staff with litigation support activities such as compiling administrative records, paralegal work, developing record index, or organizing legal files in shared database. of the following. OR Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree. OR LL.B. or J.D., if related Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary, or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. Incomplete, inaccurate, or conflicting work history may not be credited for qualifications purposes. This can result in an applicant not being considered for the position. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
