This position is located in the Bureau of Land Management (BLM), Prineville District Office. The primary purpose of this position is to provide support for a wide variety of conventional/unconventional land and realty transactions and problems.

Duties

Salary Ranges - Prineville, Oregon: GS-05: $37,696 - $49,009 per year; GS-07: $46,696 - $60,703 per year; GS-09: $57,118 - $74,250 per year The selectee for this position will be responsible for exercising technical expertise in a wide variety of land and realty transactions, which may include all or several of the following areas: Federal Land Policy and Management Act (FLPMA) realty actions, fee and easement acquisitions, lands, and realty case work, planning systems, compliance, environmental analysis, review of title reports and abstracts, preliminary and final title opinions, communications actions and budget. Additionally, the selectee will conduct environmental site assessments for pre-acquisition liability, prepare waiver valuations pursuant to 49 CFR 24.102(c)(2), and provide field office support in furtherance of the Upper Deschutes, Brothers - La Pine, Two Rivers and Lower Deschutes Resource Management Plans. Major Duties for the GS-05 and GS-07 level will be the same as those listed below in a developmental basis with closer supervision. At the full performance level (GS-09), Major Duties include, but are not limited to: Gathering, analyzing, and processing information, and making defensible recommendations on a wide variety of routine, non-routine, complex and controversial lands, and realty actions including rights-of-way, communication sites, fee and easement land acquisitions and disposal, Recreation and Public Purposes (R&PP) actions, exchanges, permits, leases, withdrawals, other use authorizations, and trespass. Interpreting and applying laws, regulations, policies, instruction memoranda, and manuals through which the BLM administers its land and realty program, including but not limited to, the Federal Land Policy and Management Act, National Environmental Policy Act, 43 CFR 2700-2900 (substantially), Bureau manuals (handbooks), policies, guidelines, realty reports and/or other pertinent laws and regulations; and conducting on-site compliance examinations on rights-of-way, permits, Recreation and Public Purposes (R&PPs), communication sites, or other use authorizations. Investigating and reporting trespassing, unlawful closure of public lands, and noncompliance issues, and coordinating with law enforcement if needed; and preparing waiver valuations pursuant to 49 CFR 24.102(c)(2). Drafting and finalizing legal documents and correspondence for realty assignments including rights-of-way, communication sites, land acquisitions and disposal, R&PP actions, exchanges, permits, leases, withdrawals, and trespass. Coordinating with senior realty staff and Solicitors Office on legal sufficiency of documents; and reviewing title reports and abstracts and preparing preliminary and final title opinions. Utilizing automated land and records systems or other applications to document a wide variety of land and realty transactions; and utilizing a variety of database and software environments (e.g., MS Word/Excel; BLM and GLO on-line records; LR2000; interactive maps; WARP; GTRN; MS Access; COMMSITE; CBS; LRAM; and AMORT.

  • Status applicants must meet time-in-grade requirements.
  • You may be required to occasionally travel overnight away from home. You must be eligible to obtain a government charge card for travel purposes.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below for the perspective grade level. Minimum Qualification Requirement, GS-05: Experience: Have 3 years of progressively responsible experience that demonstrates the skills and abilities necessary to perform the duties of the position. One year of this experience must be comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sectors) performing at least three of the following in a developmental capacity: (1) Assisting with researching collecting, and verifying data to compile information for reports and written materials; (2) Utilizing computer equipment and software applications to input, manipulate, update, and/or maintain data; (3) Reading maps, aerial photos, and/or master title plats to assist in determining land ownership and status; and (4) Communicating technical or administrative information orally and/or in writing. Note: Education in Property Law, Public Policy, Real Estate Law, or another directly related field, requiring knowledge of real estate laws, principles, practices, and markets in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. If using this method for the general experience requirement, you must submit transcripts (official or unofficial). and your resume must support the specialized experience statement or you may be found ineligible. OR Have completed a 4-year course of study leading to a bachelor's degree with major study in Property Law, Public Policy, Real Estate Law, or another directly related field, requiring knowledge of real estate laws, principles, practices, and markets. Note: You must submit transcripts (official or unofficial). OR Combination of Education/Experience: Have an equivalent combination of successfully completed post-high school education and experience as described above that meets 100% of the requirements for this position. Note: You must submit transcripts (official or unofficial) and your resume must support the specialized experience statement or you may be found ineligible. Minimum Qualification Requirement, GS-07: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following in a developmental capacity: (1) Researching collecting, verifying, interpreting, and analyzing data to prepare reports and written materials related to land use planning, realty, and/or appraisal practices and procedures; (2) Utilizing computer equipment and software applications to input, manipulate, update, and maintain data; (3) Reading maps, aerial photos, and master title plats to assist in determining land ownership and status, and (4) Communicating information about land use planning orally and in writing. OR Superior Academic Achievement (SAA)): Have completed a bachelor's degree with major study in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as Property Law, Public Policy, Real Estate Law, or another directly related field, requiring knowledge of real estate laws, principles, practices, and markets, and meets eligibility under the Superior Academic Achievement (SAA) provision. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. Note: You must submit transcripts (official or unofficial). OR Education: Have completed one (1) full academic year of graduate level education in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as Property Law, Public Policy, Real Estate Law, or another directly related field, requiring knowledge of real estate laws, principles, practices, and markets. One year of graduate education is the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) is considered as satisfying the requirement for one year of full-time graduate study. Note: You must submit transcripts (official or unofficial). OR Combination of Education/Experience: Have an equivalent combination of successfully completed post-high school education and experience as described above that meets 100% of the requirements for this position. (To calculate, first take the number of months of experience and divide by 12 months; then determine your post-high school education as a percentage). One year of full-time undergraduate study (post-high school) is defined as 30 semester hours or 45 quarter hours; then add the two percentages. The total percentages must equal at least 100 percent to qualify. Minimum Qualification Requirement, GS-09: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Assisting with preparing and providing recommendations orally and in writing related to realty transactions for lands and realty case work to include planning systems, compliance, environmental analysis, and/or budgets; (2) Evaluating proposed realty actions to determine if resource conflicts exist; (3) Reading/interpreting maps, aerial photos, and master title plats to determine land ownership and status; and (4) Utilizing automated land/records systems or other applications to collect, enter, manipulate, update, and maintain data to ensure data quality and integrity by adhering to quality control standards and procedures. Note: Your resume must support the specialized experience statement or you may be found ineligible. OR Education: Have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, or a L.LB or J.D. if related, in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as Property Law, Public Policy, Real Estate Law, or another directly related field, requiring knowledge of real estate laws, principles, practices, and markets. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level and One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. Note: There is not time-in-grade requirement for the GS-05 level.
