You will serve as a PROGRAM ANALYST (COST ADVOCATE) in the Operations Department of PEARL HARBOR NSY AND IMF.
Duties
You will conduct a variety of studies related to project cost performance.
You will complete studies which may require written reports, charts, and graphs.
You will assist with the preparation and presentation of materials for informal or formal meetings.
You will be given special projects or other ad hoc assignments such as extracting data, assisting with analytical studies, and formulating solutions to improve project performance metrics.
You will provide precise data to project managers to formulate/recommend meaningful solutions that results in positive impact and overall improvements.
You will provide assistance in planning, coordinating and providing guidance and support to Senior Program Analyst and Cost Advocate Program Manager based on facts obtained through analytical studies, investigation and technical evaluations.
You will attend meetings with project management to discuss factual information relating to analytical findings and conclusions.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing a database to compile and analyze data; and recommending ways to improve cost performance.
For the GS-05 :Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector: accessing a database to extract and evaluate data; and generating reports of findings that will be used to improve productivity.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-07:
Successful completion of one full year of graduate level education; or
Successful completion of a bachelor's degree with superior academic achievement; or
A combination of experience and education as described above that equates to one year of experience
For the GS-05:
Successful completion of a four year course of study leading to a bachelor's degree; or
A combination of experience and education as described above that equates to one year of experience
