About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Science and Technology Directorate, Anti-Access/Area Denial (A2AD) Division Charlottesville, Va 22911.

Duties

Senior Scientific and Technical Intelligence (S and TI) Analyst. Recognized expert for the collection, analysis and production process related to Anti-access and Area Denial (A2AD) systems including: Conducts research and analysis of critical foreign military systems, operations, capabilities, and trends to support all-source intelligence and threat production. Consults with customer and/or Division analysts to define the scope of very complex signals analysis projects. Develops and applies new analytical methods to improve signals analysis results. Carries out innovative experimental and investigative work to design more efficient techniques for dealing with typical threat system analysis problem areas. Provides technical advice and guidance on analytic principles and methods to Division analysts. Assists Branch Chiefs in selecting most effective analytical methods and in combining individual analytical techniques to achieve best solution to threat system analysis projects. Represents NGIC as the principal point of contact for A2AD systems analysis and for future and proposed exploitation. Provides expert technical advice and assistance on assigned functions to Division Chiefs and Branch Chiefs through the chain of command. Serves as a project leader, and/or action officer on complex research studies that may include project management (analysis and resources).

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Two year trial/probationary period may be required.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
