This position is located in the Operations and Accountability Division (OAD), Dairy Program, Agricultural Marketing Service (AMS). The incumbent is responsible for planning, organizing, coordinating, and directing the administrative management functions for the Dairy Program, which includes budget and finance, personnel, procurement, property, and other administrative services. The Duty Station is 100% remote but must be located within the Washington, D.C. area.

Duties

The duties may include, but are not limited to: Initiates major changes and/or recommendations regarding resources for Program budget execution improvements, enhancements, and the strengthening of policies. Monitors the execution of the Program’s budget and departmental charge obligations to assure that funds are being obligated in a timely and effective manner. Provides leadership, guidance, and assistance to headquarters and field personnel regarding implementation of all administrative management systems (e.g., budget, fiscal, travel, purchasing, personnel). Directs and integrates activities necessary to perform the following: prepare operating budgets; manage financial systems; development of budget execution statements; and monitor Dairy Program’s expenditure of appropriated and non-appropriated funds. Advises the Deputy Administrator and Directors of the Dairy Program Divisions concerning budget development and execution, cooperative agreements billings and collections and planning all spending transactions. Performs complex analyses of various administrative management functions that evaluate the extent and quality of implementation, economic value, and program efficiency, effectiveness, and usefulness. Reviews, analyzes, and evaluates existing policies, procedures, and instructions involving critical administrative issues. Develops travel policies and procedures for the implementation of new or revised travel regulations to include reviewing system requirements to ensure compliance with established policies. Provides leadership and guidance to the Dairy Program Grading Division’s administrative staff, including developing, analyzing, and evaluating policies regarding the imposition of fees. Conducts special studies of program operations or participates in special projects, or other related duties, as assigned by the OAD Director.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

  • The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Analyzes and evaluates budget plans and funding requests to ensure they are in-line with program plans and within allotted budget. Utilizes Federal accounting systems and reports to analyze, interpret, research, study, track, and analyze program billings and collections and accounting reports. Communicates orally and in writing to present information about financial and administrative operations and report on the status of funds to Program Managers. Prepares and processes cooperative agreements, Memorandums of Understanding, and inter-agency agreements for accuracy and conformance with procedures and regulations. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
