Duties
The primary purpose of this position is: to serve as an air operations specialist who evaluates day to day air operations and conducts studies/projects to ensure maximum utilization at minimum cost to the Department of Defense (DOD), to meet the worldwide air transportation operations needs of the Armed Services.
Evaluates day-to-day operations to ensure safe, efficient and economical use of air operations/carrier services.
Conducts air transportation operations studies to include utilization and cost issues. Analyzes data items, such as number of missions, types of missions, locations, types of cargo, performance capabilities, force and operational issues, time constraints, responsiveness to issues by carriers, on time issues, passengers moved etc.
Resolves a variety of conventional transportation operations problems, questions, or situations.
Monitors and evaluates air operations reports. Determines inadequate, inefficient, costly or excess availability based on trends and patters.
Serves as a member of workings groups. Attends meetings, prepares briefings, point papers, staff summaries studies, and staff summaries within established suspense.

- Position duties are normally carried out on one fully staffed shift working 5 days a week.
Qualifications
Incumbent may be required to be on standby after normal duty hours. Works independently to respond to emergency requirements which could involve procuring transportation, resolving on-the-spot problems, and advising and assisting customers and carriers in emergency travel situations.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Transportation Operations Series 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes
experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; the maintenance of inventories and cost computations; practical knowledge of industry practices and procedures, air operations and the established regulations, requirements, and techniques related to an air transportation operations functional program. Perform independent work involving specified segments of large projects or well-defined projects of a lesser scope that require the application of standardized airlift management methods and procedure.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Practical knowledge of air operations, industry practices and procedures and established regulations, requirements and techniques related to a transportation operations functional program and practical knowledge of the Department of Defense Transportation System.
Knowledge is used to perform independent work involving specified segments of large air operations projects or well-defined projects of a lesser scope that require the application of standardized air transportation operations methods and procedure.
Practical knowledge of air transportation operations computer systems and databases.
Knowledge of both general and specialized air transportation operations.
Ability to analyze and study air operations priorities, issues, problems, and costs.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
