We are seeking a highly skilled and experienced individual to detail to our team as a Sr Personnel Security Specialist for our Security & Life Safety program at FHFA. In this role, you will work closely with the Supervisory Security Specialist and act as the primary liaison with the Interior Business Center (IBC). Your main responsibility will be ensuring the proper execution of the Service Level Agreement that governs our personnel security program and credentialing processing services.

Duties

This is a reimbursable detail for 120 days, and may be extend up to another 120 days. The detailee will be responsible for: With guidance and oversight from the SSS works within a framework of established security regulations, policies, procedures, and other governing security guidelines. Monitor the personnel security program to allow logical and physical access in a federal agency by ensuring individuals meet all requirements established by federal regulation and guidance. Serves as liaison and coordinates as necessary interaction with IBC, Defense Counterintelligence and Security Agency (DCSA) and Human Resources regarding the processing of case management. Determines annual budget needs for DCSA's background investigation services and IBC agency's personnel security program and credentialing processing services. Coordinate with Human Resources offices (FHFA and FHFA-OIG) and IBC to determine projection of staffing and cost for background investigation. Monitors and resolves IBC and DCSA billing issues with staff from each agency as well as FHFA and FHFA-OIG. Reviews background investigation submissions to reconcile and approve monthly invoices. Makes determinations on accruals and de-obligations for services with IBC and DSCA. Coordinates with IBC to review personnel security records, determine when reinvestigations are due and ensure reinvestigation initiations are timely. Track the status of periodic reinvestigations for public trust and national security positions. Requests and obtains initial security documentation for contractors in preparation for submitting an intake package to IBC. Periodically reviews security forms for completeness and accuracy. Assists with drafting a Personnel Security and Suitability policy and handbook. In coordination with IBC, drafts SOP's for procedures to process new hires, contractors, fingerprinting, adjudication, sponsoring and adjudicating HSPD-12 PIV card actions. Coordinates and assists with development of Memorandum of Agreements with IBC, DCSA, FHFA-OIG. Reviews modifications and draft Interagency Agreements with IBC and DCSA. Utilizes Personnel Investigations Processing Systems (PIPS) & Central Verification System (CVS). Utilizes eDelivery to pull Report of Investigations and other DCSA documentation. Utilize the NP2 portal to obtain invoices, gain access to secure messages and the eQIP system. Utilizes the Identity and Access Management (IAM) to process the Personnel Security actions for onboarding while ensuring the background investigative data is accurately updated in the system. Reviews and evaluates Reports of Investigations (ROI) which are often of a complex nature, personnel files, and other records to determine or make recommendations for favorable or unfavorable adjudicative determinations. Determines the information pertinent to use for a suitability determination. Evaluates the authenticity and pertinence of information to the case under adjudication. Reviews and analyzes Statement of Work (SOW) to utilize the OPM's Automated Position Designation Tool to determine the level of background investigations for contractors. Serves as Contracting Officer Representative for execution of the agency's personnel security program and credentialing processing services conducted by IBC and investigative services conducted by DCSA. Drafts and prepares comprehensive written inquiry letters and correspondence to address actionable issues identified on the ROI and/or security forms to elicit additional information. Conducts meetings with individuals to explain issues of concern and due process procedures. Reviews and evaluates responses and documentation to inquiry letters and makes adjudicative determination or recommendation for suitability or fitness. Reviews all new Executive Orders, Federal Regulations and OPM guidance to implement in the FHFA's Security Program to ensure compliance. Serves as the personnel security program subject matter expert. Incumbent is responsible for creating project and operating plans that are compliant with OFOM requirements, as well as managing scope, milestones, and deadlines for related projects. Represents the SSS on personnel security matters in forums and meetings throughout the FHFA. Works closely with management and designate personnel during the audits to provide explanation for each unique situation discovered in an Audit, provide explanation of the security process, and provide documentation for case review. Monitors IBCs execution of the Sponsorship and Adjudication process of the HSPD-12 Program.

Qualifications

Applicants must be a current EL/GS-13 or equivalent to apply. Desired skills and experience include: Familiar with the standard security forms for vetting employees and contractors. Reviews, analyzes, and verifies information on all incoming security forms, electronic and fingerprint cards, and supporting documentation to determine completion of information and errors in execution. Understands the authenticity and pertinence of information used to evaluate Reports of Investigation and the suitability and adjudicative factors. Coordinates and assists with development of Memorandum of Agreements with multiple organizations. Utilizes Personnel Investigations Processing Systems (PIPS) & Central Verification System (CVS). Reviews, for quality control, forms in the Electronic Questionnaires for Investigations Processing (e-QIP) system. Familiar with e-Verify updates and requirements established by the Department of Homeland Security and U.S. Citizenship and Immigration Services. Periodically reviews tutorials and completes knowledge test. Familiar with USAccess system and the requirements for processing within the Sponsor and Adjudicator roles. Pull reports to obtain statistical data and other required information. Coordinates and monitors matters relating to national security and clearances. Utilizes OPM's automated Position Designation Tool to determine appropriate levels of investigation and to ensure the correct Position Designation Record was created for each position within the agency. Provides guidance and explains federal regulations and procedures as needed to ensure accurate and timely submission of security paperwork for new hires and contractors. Communicates with individuals of all levels to explain personnel security regulations and procedures and assist with completing all security forms and e-QIP. Serves as Contracting Officer Representative for execution of the agency's contracts. Reviews and approves invoices and reviews and make recommendations for the Personnel Security budget. Evaluates mitigating and disqualifying suitability factors when issues are identified to make final suitability determinations.
