Duties
As a Public Health Advisor you will:
Leads the development of nationwide (or comparable scope) program operations and initiatives for assigned operating public health programs. Formulates national program and project goals, objectives, operating policies, strategic program plans, guidelines, standards, and priorities. Develops and implements strategies and plans for meeting national program objectives. Identifies and evaluates information, data requirements, and resources to establish priorities and to maintain capacity to respond to internal and external demands.
Performs expert analysis and prepares intricate, substantive study reports to cover, at a minimum, study approach and methodologies, findings, and recommendations. Performs expert analysis of collected data and findings and interprets complex legislative, regulatory, and/or policy guidance for use in managing nationwide public health programs.
Serves as senior level evaluator and conducts complex evaluation studies on one-of-a-kind or controversial operating public health programs having far-reaching bureau or department-wide impact.
Supervises a small contingent of positions. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work, when necessary. Assigns work to subordinates based on priorities, considering difficulty and requirements of assignments as well as the capabilities of employees. Gives advice, counsel, or instruction to employees on both work and administrative matters.

Minimum Qualifications:
To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: directing and overseeing multi-functional program activities involving a broad and complex range of public health programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
