About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Eisenhower, Georgia .

Duties

Provide Electromagnetic Warfare (EW) expertise, Electromagnetic Spectrum Operations (EMSO) expertise, and deliberate and crisis action planning support to ARCYBER and US Cyber Command (USCYBERCOM). Coordinate with Department of the Army staff agencies, Army components and commands, and as required joint agencies, to identify equipment, system, tools, and manpower requirements for operational and contingency plans. Formulate ARCYBER EW and EMSO operational concepts and policy, and review ARCYBER plans and operations for suitability, feasibility, technical accuracy, adequacy, and integration of EW/EMSO. Serve as the G3 Spectrum Manager within the Information Advantage Division (G39), Operations Directorate (G3), ARCYBER. Maintains current knowledge of all DOD directives and instructions related to EW, EMSO, and Frequency Management.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain/maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military Affairs Desk Officer (MADO) Security In-Processing (SIP) process.]
  • Required to submit a Financial Disclosure Statement, OGE-450, (5 CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • Temporary duty (CONUS/OCONUS) may constitute up to 15% of the time.

Specialized experience would be demonstrated by performing deliberate and crisis planning for military operations in general, and Electromagnetic Warfare (EW) and Electromagnetic Spectrum Operations (EMSO) in particular, to achieve command mission objectives. Utilizing the Military Decision-making Process or similar processes (e.g., JOPP, MCPP) to produce concepts of operations, operational plans, and orders to direct unit actions; providing expertise to inform policy creation, implementation, and compliance for EW, EMSO, or frequency management; performing electromagnetic spectrum management duties (submitting frequency proposals for organization and subordinate units; requesting training and real-world frequencies utilizing an automated request/management system; providing oversight of Electronic Attack Requests and submittals to deconflict frequency use with critical first responders and other key systems) to ensure compliance with governing regulations, policies and procedures.
