The Software Engineering Division, Software Systems Engineering Branch is seeking a highly experienced individual to serve as a Senior Ground Software Systems Engineer. You will provide mission operations and systems engineering support, overseeing all aspects of operational readiness. You'll oversee and evaluate contractor performance; and specify requirements for and serve as a technical expert in designing, implementing, testing, deploying, and operating mission critical ground data systems.

Duties

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. As a Computer Engineer, specializing in Ground Data Systems, you will direct and/or manage engineering and integration efforts for projects and/or programs. Projects/Programs involve flight and ground systems, including design and operational requirements definition, hardware and/or software development, testing, verification, safety, integration, certification, and operations. Manage the design, development, integration, test, evaluation, operation, and maintenance of the ground segment and associated hardware and software systems (including simulators). Provide technical leadership in defining a baseline operations approach for all aspects of mission operations, systems objectives and requirements, planning and design, and monitoring integration and testing. Integrate and coordinate the efforts of agency personnel with those of contractors in research, development, and engineering. Coordinate and lead the technical activities of senior and other ground system and ground subsystem engineers and interact effectively with project management. Guide and evaluate contractor efforts and assess technical progress in relation to the established schedule and resources allotted. Coordinate with other offices within the project to establish content, cost, schedule of products, deliverables, and services. Manage cost, schedule, and technical aspects including risk management of the project. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. GS-14: To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level: Supporting operational computer-based ground systems; Supporting the development of ground data systems and software systems; Providing end-to-end ground or flight systems engineering, which may include the development, integration and testing, operations, and maintenance of ground or flight systems; Performing data systems testing, evaluations, technical reviews, and problem resolution. GS-15: To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level: Managing operational computer-based ground systems; Providing technical leadership in developing ground data systems and software systems; Leading teams in end-to-end ground or flight systems engineering, which may include the development, integration and testing, operations, and maintenance of ground or flight systems; Providing leadership in data systems testing, evaluations, technical reviews, and problem resolution. Education

Basic Education Requirement: You must have successfully completed a bachelor's degreewith a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
