This position is located in Office of Nuclear Reactor Regulation, Division of Resource Management and Administration, Reactor Program Support Branch I.  The supervisor is Evan Davidson.    This position is Bargaining Unit with the National Treasury Employees Union, Chapter 208.  This position is not subject to Confidential Financial Disclosure or security ownership restriction reporting requirements.

Duties

As a Management and Program Analyst, you will perform analytical and evaluative work related to program operations, management and organizational efficiency, and productivity to support the accomplishment of the principal mission of the reactor safety program.

Qualifications

The ideal candidate will be able to demonstrate the following: 1. Knowledge of and experience applying the theories, principles, and practices in the fields of management and program administration. Knowledge and experience and training in administrative and program management, planning, and cost control necessary to assist in the management of support programs.  Describe specific experiences or accomplishments that demonstrate your understanding of policies or processes and how you contributed to improvements or cost savings in your organization. 2. Analytical ability sufficient to plan, organize, and perform a variety of program and administrative management functions and activities involving competing priorities and deadlines.  Describe the types, scope and complexity of activities and programs you have supported. Provide specific examples of the types of analyses, evaluations, and studies you have performed, including the purpose, complexity, and results of your analyses. Describe your role in planning, organizing, and performing multidisciplinary activities or programs, including developing milestones and monitoring work in progress. Provide examples of experience initiating, developing, or recommending new or changed practices and procedures to improve the level of service, program effectiveness, or efficiency of your organization or program. Provide specific examples and accomplishments that demonstrate your ability to accomplish work assignments and projects, with competing priorities and deadlines, within the prescribed time frames.  3.  Ability to compile/analyze data, extract sample transactions (statistically or randomly), and evaluate results toward the drawing of sound conclusions.  Describe your experience demonstrating the ability to compile, analyze, and evaluate results in an effort to draw conclusions and make recommendations based on those conclusions. Discuss the recommendations you made involving improvements in effectiveness and efficiency of program operations and demonstrate how those recommendations made a positive impact on program operations, organizational productivity, and/or functional processes. 4. Ability to communicate effectively orally and in writing. Describe specific training, education, experience, and /or accomplishments that demonstrate your ability to communicate effectively orally and in writing to all staff, including senior management. Provide specific examples of entrance and exit conferences you participated in, presentations made to others and management at various levels, and types of information that was exchanged. Provide specific examples of narratives, memos, reports, and other written correspondence you prepared when planning and executing internal control reviews, audits, and compliance reviews, and performing special projects. Provide examples of what was included in memos, narratives, and reports (e.g, executive summary, scope of work, results of findings, recommendations, etc.) 5. Demonstrated ability to establish and maintain effective work relationships with individuals at all levels, including managers and supervisors, coworkers, and staff personnel of other offices.  Describe specific experiences or accomplishments that demonstrate your ability to work effectively in diverse groups to share information, develop recommendations, and collaborate to achieve results that benefit your organization. In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: GS-11: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience in analyzing an organization’s programmatic issues, data, and information; highlighting issues and problems; developing alternatives; and recommending solutions to management. Experience in performing assignments that have required the ability to identify issues and problems. Skill in communicating issues and policies with diverse groups in verbal and written form. Skill in interacting effectively with management and staff, coworkers, and personnel of other offices.  SPECIALIZED EXPERIENCE GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes: Demonstrated detailed experience in analyzing a large organization’s programmatic issues, data, and information; highlighting issues and problems; developing alternatives; and recommending solutions to management. Demonstrated detailed experience in managing a high-volume/tight deadline workload, evaluating priorities, and making transitions frequently between dissimilar projects with minimal supervision. Extensive experience in performing assignments that have required the ability to identify issues and problems. Demonstrated experience in using written and oral communication skills to effectively communicate complex issues and policies. Superior skill in interacting effectively with management and staff, coworkers, and personnel of other offices.  SPECIALIZED EXPERIENCE GS-13:You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service. Specialized experience for this position includes: Demonstrated detailed experience in analyzing a large organization’s programmatic issues, data, and information; highlighting issues and problems; developing alternatives; and recommending solutions to management. Demonstrated detailed experience in managing a high-volume/tight deadline workload, evaluating priorities, and making transitions frequently between dissimilar projects with minimal supervision. Extensive experience in performing assignments that have required the ability to identify issues and problems. Demonstrated experience in using written and oral communication skills to effectively communicate complex issues and policies.
