About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Peterson Space Force Base, Colorado.

Duties

Serve as a NORAD and NORTHCOM Cyberspace Operations Integrated Planning Element offensive cyberspace operations and joint targeting subject-matter expert at NORTHCOM, CYBERCOM, and other joint and interagency OCO planning meetings and working groups. Represent the Joint Force Headquarters-Cyber, Cyber National Mission Force, and USCYBERCOM at working groups and joint and operational planning teams that have targeting and/or fires related planning considerations and issues. Contribute to the integration, synchronization, coordination, and planning of effects and targeting for Cyber operations. Provide technical expertise and guidance to commanders and decision makers with respect to targeting, authorities, effects and possible collateral damage for cyber operations to better inform decisions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Incumbent must be able to obtain and maintain a TOP SECRET security clearance based on SSBI with eligibility for access to Sensitive Compartmented Information (SCI).
  • Incumbent must be willing to take and successfully pass a Counterintelligence Scope Polygraph (CI/Poly).
  • Position requires temporary duty (TDY) business travel approximately 25% of the time.
  • Shift work, irregular tours of duty and/or extended duty may be required. Incumbent is subject to no notice call-ins during non-duty hours for crisis action, contingency deployments, and other short notice operations.
  • This position is a testing designated position (TDP) in accordance with (IAW) Drug Free Federal Workplace Program. As a precondition and continuing condition of employment, the incumbent of this position must,
  • IAW Chapter 5, section II, paragraphs 5-8b and 5-8c(4) of AR 600-85 (The Army Substance Abuse Program) and DA PAM 600-85 (Army Substance Abuse Program Civilian Services), Chapter 3, paragraphs 3-2e and f agree
  • to submit urinalysis testing on a recurring basis. The incumbent is required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical Under the DA, Drug Free Federal Workplace Program.
  • This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. Planning and executing offensive cyber operations (i.e. joint fires, precision fires, collateral damage estimation, and targeting database software and tools) to synchronize lethal and non-lethal fires at multiple command levels (i.e. division, corps, battlefield coordination detachment, and/or Component Command). 2. Applying targeting methodology to identify and recommend actions to meet Cyberspace portions of Operation and Concept Plan requirements. 3. Preparing/presenting briefing/decision making materials to explain target-specific conditions/solutions to senior leaders. 4. Coordinating/synchronizing/integrating fires and targeting efforts across multiple levels of command (Combatant, Component, North American Aerospace Defense Command, Integrated Planning Elements, Operational Planning Teams, etc.) to meet Offensive Cyberspace Operations mission requirements.
