Duties

As an Emergency Management Specialist you will: As an Emergency Management Specialist, you will serve as a supervisor in the Operations Branch within the Division of Emergency Operations. Provide oversight in the strategic functions of the response operations (RO Team), daily operations (Watch Team), and quality assurance activities for the operational readiness of the Emergency Operations Center to support public health emergency. Lead functional workflow analysis and development of capabilities and requirements supporting changes to standard operating procedures and development of decision support tools and models. Plan work to be accomplished by subordinates, set, and adjust short-term priorities, and prepare schedules for completion of work, when necessary. Design a strategic plan for meeting the Agency's goals and objective for emergency preparedness, assuring (National Incident Management System) NIMS compliance, and production of quality operational planning. Establish and maintains strong and effective working relationships with program personnel from domestic and international agencies (governmental and non-governmental) to facilitate and provide expert consultation for improving public health emergency awareness, planning, preparedness, response, recovery, and mitigation.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: managing domestic and international Emergency Operations Center (EOC) operational functions (i.e., incident emergency alert, notification and escalation, incident management support, drills, public health emergency activities, etc.); collaborating and providing management advisory services to a variety audiences on emergency response procedures and guidance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.

College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
