This position is located in the Office of the Strategic National Stockpile (SNS), within the Administration for Strategic Preparedness and Response (ASPR). The SNS delivers critical medical assets to the site of a national emergency. The organization ensures the availability of antibiotics, chemical antidotes, vaccines, antitoxins, life-support medications, and other medical/surgical supplies and equipment required.

Duties

As an Supervisory Emergency Management Specialist you will: This position is located in the Strategic National Stockpile (SNS), within the Administration for Strategic Preparedness and Response (ASPR), Atlanta. GA. Plan, organize, and direct the activities of the Office of National Readiness and Response (ONRR), ensuring that SNS training and operations requirements are fully integrated and coordinated, comply with legal and regulatory requirements, meet customer needs, and have the flexibility to respond to new initiatives and evolving emergency preparedness expectations. Develop goals and objectives that integrate organization and overall SNS program objectives. Research, interpret, analyze and apply a variety of guidelines that impact planning and day-to-day SNS operations. Assure proper staffing for continuity of operations in any emergency or exercise situation. Ensure that staff members adhere to requirements for readiness response 24 hours a day, year round. Coordinates plans and schedules with other organization manage Serve as the primary leader and top decision maker in that version of the SNS for a designated time period, and all other employees are subordinate. Serve as preeminent leader for SNS. Develop plans for internal exercise activities and SNS participation in external exercises conducted by ASPR, DHHS, other Federal agencies, or state and local entities. Qualifications

Minimum Qualifications: To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience: performing leadership duties associated with the management, coordination and supervision of key elements involved in the delivery and management of stockpile assets that are deployed to national or international locations in the event of a terrorist attack using biological, chemical, or nuclear agent, or in response to other natural or technological disasters. Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The use of illegal drugs, on or off duty, by Federal employees is inconsistent not only with the law-abiding behavior expected of all citizens, but also with the special trust placed in such employees as servants of the public. All applicants tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment and be subject to random, reasonable suspicion, and post-accident drug testing upon hiring. Appointment to the position will be contingent upon a negative applicant drug test result.
