This position plays a pivotal role in the efficiency and effectiveness of administrative support within the Office of Economics. Using a broad range of program knowledge of agency functions, ideal candidates will possess refined analytical abilities, a knowledge of management concepts and processes, and propose creative and innovative changes to operations or systems that will improve operational efficiencies.
This position is included in the bargaining unit, AFGE Local 2211.
Duties
The Office of Economics (EC) is responsible for conducting research and analysis on the relationship of the United States to the global economy. This mission includes analysis of individual manufacturing and service industries, as well as analysis at the macroeconomic level. Our office objective is to provide Congress, the President and the American people with timely, high-quality analysis and advice on all aspects of international trade.
As a Management Analyst (MA) assigned to the Office of Economics, you will be responsible for analyzing, planning and managing the administrative and office management functions of the office. The MA provides direction and assistance to EC staff on administrative support issues and procedures that support the agency's mission. The MA works collaboratively with EC leadership on budget, human resources and work process improvement activities.
The Management Analyst oversees administrative processes within EC and ensures that policies, procedures and internal controls meet EC requirements. The MA also establishes, reviews and analyzes the office's administrative databases to ensure an orderly and efficient work flow within EC.
For the Management Analyst position, you will:
Serve as the EC office management, ensuring the smooth running of an office of various staff members and three divisions, including developing and documenting policies and programs;
Serve as the EC office management travel administrator, tracking relevant data for budget development, implementation and execution;
Serve as EC Management Researcher, using appropriate tools (such as Excel or STATA) and databases (such as the Labor Cost Code, Cases and Research Prioritization Databases) to help plan, develop and coordinate administrative and management functions and operations;
Create and maintain databases accuracy to assist the EC Leadership team;
Lead EC Records Management liaison, ensuring all relevant rules, regulations and internal controls are being followed;
Serve as office expert on document accessibility issues (508 compliance), collaborating among Operations offices on issues relating to producing high-quality statutory research projects.

Qualifications

Minimum Qualifications:
To qualify at the GS-11 level, you must have one-year of specialized experience equivalent to the GS-09 obtained in the federal or private sector which demonstrates all of the following: responding on behalf of a senior staff member or managerial official to inquiries regarding the work of their office which involved detailed knowledge of operations and missions; answering complex inquiries from customers; preparing a variety of correspondence or reports which require formatting, editing, and ensuring proper punctuation and grammar, including 508 compliance; preparing complex budget and analytical reports using advanced computer software, such as Excel, Power Point presentations and coding languages; and organizing and maintaining complex record management systems in compliance with government standards, including automated tracking systems.

GS-11 level, you may qualify using one of the following options:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
GS-11: To substitute education for specialized experience, you must possess a Ph.D. or equivalent doctoral degree or
3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related; or you may combine specialized experience and graduate level education which totals at least 100 percent. (school transcript required by closing date)
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
