You will serve as an Installation Community Planning & Liaison Officer in the Asset Management Branch of the NWS Seal Beach Public Works Department (PWD) of NAVFAC SOUTHWEST.
Duties
You will serve as the installation representative for managing intergovernmental and interagency issues regarding encroachment and land use planning.
You will represent the installation in discussions with various public entities and government agencies on issues related to community planning, development and growth having the potential to impact NWS Seal Beach's military mission.
You will lead the installation Encroachment Coordination Team/Working Group(s) conducting meeting as necessary to accomplish the actions associated with implementation of Encroachment Action Plans (EAPs) or other encroachment management strategies.
You will provide monthly updates to the region on the status of implementation actions in coordination with the RCPLO and utilizing tracking tools such as the Mission Compatibility Analysis Tool (MCAT).
You will prepare correspondence regarding encroachment issues with review and coordination with the Regional Community Planning and Liaison Officer.
You will develop and implement strategic plans to address organizational requirements.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Leading a team by providing expertise on land use planning issues and working with local and regional government agencies and staff to facilitate intergovernmental coordination; 2) Providing vital expertise and continuity on land use issues affecting a federal or military installation; 3) Developing innovative solutions to unique land use and encroachment problems and providing expert advice and recommendations on these solutions to military and community leaders; 4) Ability to inform senior leadership through use of demonstrated communication skills (verbal, written, e-mail, etc.), and 5) Evaluating and engaging on local initiatives, community general development and land use plans, and private development projects that potentially impact an agency's mission.
