About the Position: Works as a journeyman level Budget Analyst in the TWCF Budget Division of the Deputy Chief for Resource Management (DCSRM), Military Surface Deployment and Distribution Command (SDDC).
Duties
Coordinate the exchange of budgetary information with other government and civilian agencies.
Prepare budget schedules and other statistical and/or narrative documentation.
Ensure budgeting and/or executions of funds are in accordance with laws, regulations, and policies.
Review budget execution to identify funding shortfalls within assigned programs.
Analyze historical data to identify trends and/or assess funding requirements.
Analyze the propriety, adequacy, and/or consistency with prior performances against current utilization of funding.
Provide management with financial information such as financial reports showing the status of obligation and/or expenditures of funds.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is a Financial Management Level 2 Certified position.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

GS-09
Specialized Experience: 1) Analyze historical data to identify trends and to assess funding requirements. 2) Assisting with program budget estimates. 3) Budget execution experience including monitoring program allocations, obligations, and expenditure of funds. 4) Review problem areas, researches and determines corrective courses of action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience: 1) Analyze historical data to identify trends and to assess funding requirements. 2) Experience in formulating annual program budget estimates. 3) Budget execution experience including monitoring and tracking program allocations, obligations, and expenditure of funds. 4) Identify problem areas, research, and determines corrective courses of action. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes 1) Analyze and summarize historical data to identify trends and to assess funding requirements. 2) Experience in formulating annual program budget estimates. 3) Budget execution experience including monitoring and tracking program allocations, obligations, and expenditure of funds. 4) Identify problem areas, researches, determines, and implements corrective courses of action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11.)
