THIS IS AN DISTRICT OF COLUMBIA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This National Guard Excepted Service position is for a MANAGEMENT AND PROGRAM ANALYST, Position Description Number T5110000 and is part of the Joint Force Headquarters. -- This is NOT a REMOTE position; the incumbent will report to a Duty Station --

Duties

The primary purpose of this position is to serve as a technical authority/lead project facilitator across the command for Continuous Process Improvement (CPI) initiative. Advises management and colleagues on difficult problems, conducts special studies, and proposes options and alternatives representing the command. The organizational goals or objectives of this position are to provide command-wide advice, guidance, and expertise in developing and disseminating policies and guidelines for the CPI initiative. Duties Provides technical direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project. Researches and recommends appropriate actions or interpretation of issues that impact the organization, command, or agency, and which affect the structure and future work of the organization to senior leadership Directs, coordinates, and oversees project/study work. Serves as the project leader for enterprise level projects as a subject matter expert (SME). Provides technical direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project. Serves as the recognized technical advisor to the installations across the component/command in CPI. Requirements

  • Incumbent must be able to obtain and maintain a SECRET security clearance.
  • May be required to successfully complete a probationary period.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Participation in direct deposit is mandatory.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration which will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

Area of Consideration Group 3- All groups of Federal re-employable eligibles. Priority Placement and Veterans' Preference will be cleared. GENERAL EXPERIENCE experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems. SPECIALIZED EXPERIENCE Must posses at least 36 months of specialized experience which provided a detailed knowledge of the National Guard organizational structures, functions, procedures and techniques. Experience analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies. Experience presenting and discussing complex matters in a clear and convincing manner. Experience in communicating with people from various backgrounds and circumstances. Please be advised: 1.
