Duties
Analyzes and evaluates the full range of pre-award and post-award activities for a variety of supply and services contracts; providing advice to management and contracting officers.
Initiates and prepares a written analysis of findings based on the review and recommends approval, disapproval, or return for further action.
Conducts research, analyzes performance trends, implements benchmarking techniques, for possible use in improving processes and gaining efficiencies.
Provides continuing feedback to contracting personnel on progress achieved in improving contract administration/cost/pricing performance metrics.
Analyzes contract compliance with law and regulations, such as the Federal Acquisition Regulation, DoD FAR Supplement, DLA Acquisition Regulation, Defense Energy Procurement Instructions, and use of sound business practices.
Analyzes, initiates, develops, and recommends the addition, deletion, or alteration of new or substantially changed legislation, regulations, policies, and evaluates the impact to existing DLA Energy contracting operations and instructions.
Conducts training to all levels of contracting personnel to improve acquisition practices.
Responsible for coordinating, monitoring and executing reporting requirements and tasker execution as assigned by management.

Qualifications
To qualify for a Procurement Analyst, your resume and supporting documentation must support:
A. Basic Contracting Requirement: 1). Baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR 2). Current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify for the GS-13 grade level, applicants must posses one year of specialized experience equivalent to the GS-12 level or equivalent under pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Performing pre and post award contract reviews to ensure compliance with contracting policies, regulations, and procedures.
Developing and implementing acquisition policies and procedures, particularly in relation to oversight and control functions.
Writing and oral communications sufficient to prepare written guidance and decisions to explain and defend decisions to contracting personnel or higher-level reviewing officials.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
