Duties

Serves as Agency Program Coordinator (APC) responsible for the day-to-day management and oversight of the DLA Energy Government Travel Charge Card (GTCC) and/or Government Purchase Card (GPC) Programs. Serves as agency liaison to the DLA Component Program Manager (CPM) and DLA Travel Services. As APC for the GTCC, also assumes the roles and responsibilities of Centralized Billing Official for the DLA Energy GPC Program. Analyzes, initiates, develops, and recommends the addition, deletion, or alteration of policies, procedures, and internal instructions used within DLA Energy procurements and across DLA Energy programs worldwide. Assesses the impact of new program policies and changes and develop strategies for agency implementation and compliance. Develops and implements compliance plans and internal controls that are consistent with DoD and Agency guidance while ensuring established metrics and goals are continuously met. Conducts training and thorough program reviews to assure compliance with internal and external guidance, regulations, and sound business practices and to assure sustained auditability. Initiates and prepares a written analysis of review findings and recommends and executes corrective actions. Reviews for appropriate contract type, pricing, pricing provisions, selection of source, acquisition method, determinations and findings documentation, clarity of contract terms, use of appropriate and required clauses, and propriety of cited funds. Examines all aspects of the contract action, including the purchase request, use of waivers and deviations, proposals, negotiation objectives, cost or price analyses, compliance with small business regulations, and terms and conditions of contracts. Initiates and prepares a written analysis of findings based on the review and recommends approval, disapproval, or return for further action prior to award. Conducts post award reviews of certain contract actions not previously reviewed. Develops guidance for activity contracting personnel, including informational material to inform, clarify, and explain regulatory and policy changes, and to note recurring errors observed during contract review. Conducts training of all levels of contracting personnel to improve acquisition practices. Responsible for the management and oversight of the various DoD contracting reporting systems (i.e. FPDS-NG, FBO, EDA). Assesses the impact of new or substantially changed legislation, regulations, and policies on contracting operations and develops implementation strategies.

Qualifications

To qualify for a Procurement Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30,2000 are excluded from the requirements of "A" above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience with management and oversight of Government Travel Charge Card (GTCC) and Government Purchase Card (GPC) Programs. Experience making recommendations for corrective actions or changes to policy and procedures Experience with conducting training and thorough program reviews to assure compliance and sustained auditability Experience performing reviews for appropriate contract type, pricing provisions, selection of source, acquisition method, and making determinations and findings Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
