This position is located with the Consulting Support Service, Office of Construction and Facilities Management in Washington DC.
Duties
The position is located in the Consulting Support Service (CSS), Office of Construction & Facilities Management (CFM), Office of Acquisition, Logistics and Construction (OALC), Office of the Secretary, Department of Veterans Affairs. The Service oversees a full array of technical professional consultation, including planning, design concepts, design development, construction documents, and Operations & Maintenance (O&M) services. The major duties and responsibilities include, but are not limited to:
Perform research and analyze data to resolve non-technical issues pertaining to the delivery of program mission.
Monitor project design review process in addition to ongoing projects to keep abreast of progress, design, and scheduling issues.
Oversee program requirements for action or information through checking status of particular projects and communicates findings.
Analyze and compiles data and reviews for accuracy.
Manage contractors onboarding process and coordinates with other parties to provide them with necessary access.
Develop mechanisms to improve current processes and reporting systems to enhance program accomplishment.
Develop and analyze administrative data that is used in preparing analytical and interpretative reports and studies.
Manage all aspects of staff Time Keeping efforts for CSS and other CFM departments as assigned.
Manage and maintains the CSS website, computer working file directories, and coordinates with IT experts, CSS Director, and staff to ensure proper filing convention is adhered to.
Evaluate current procedures and recommends adjustments to improve the effectiveness of the workflow.
Organize and act as the lead coordinator to facilitate CSS Subject Matter Experts (SMEs) participation in various internal and external committees.
Provide program support functions to various business lines and levels within the organization.
Oversee the internal process for the renewal of the employee Personal Identity Verification (PIV) card per established protocols.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing research, conducting studies, evaluating and analyzing data and resolving non-technical issues pertaining to the status of project design reviews, staff design review recommendations, status of contractor task order awards and progress towards contract completion; development and analysis of relevant data used in preparing analytical and interpretive tracking reports; experience monitoring project design review process and progress of outgoing projects; and experience managing, collecting, uploading and archiving construction design projects. [NOTE: Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume].

Physical Requirements: The work is sedentary. There may be some walking, standing, bending, or carrying of light items. No special physical effort or ability is required to perform the work.
