The primary purpose of this position is to serve as Security Specialist to protect the Defense Health Headquarters and those on assignment to the Office of the Air Force Surgeon General at the Pentagon from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information considered vital to command mission interests, national defense or national security and develop, implement, and administer the Personnel Security Program for the Air Force/Surgeon General.
Duties
Executes and enforces all operational, functional, and mission assurance aspects of the personnel security program.
Develops and directs security guidance, training, and direction to a civilian and military work force at the Office of the Air Force Surgeon General.
Makes information protection risk assessments and risk management/mitigation strategies/recommendations based on intelligence-derived threat issues.
Implements and administers the Industrial Security Program.
Supervise, train, and assist the Assistant Security Manager in implementing the HQ AF/SG security program.
Implements and administers AF/SG Personnel Security investigations/adjudication systems for case management.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include applying comprehensive knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of security program relationships, and expertise in communications, information, physical, personnel, and industrial security and knowledge of information and industrial security concepts, principles, and practices to collaborate with those specialists and produce converged policies and recommendations.
Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security programs and knowledge in analytical theories, processes, programs and practices to accomplish broad studies and make well-supported recommendations.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
Ability to plan, organize work, and meet deadlines and the ability to effectively communicate orally and legibly in writing.
Ability to perform key decision-making and policy developing responsibilities in difficult and complex situations.
Knowledge in analytical theories, processes, programs and practices to accomplish broad studies and make well-supported recommendations
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
