Duties
Serves as Work Leader by identifying, distributing, and balancing workload and tasks to team members in accordance with established workflow, and assures timely accomplishment of the assigned workload.
Provides individual and team training in specific tasks and job techniques, and provides on-the-job training in accordance with established procedures and practices.
Reports to supervisor on employee performance, progress, and behavior problems.
Reviews documents to ensure the information is accurate and complete IAW FAR and Accounts Payable policy, and determines that goods or services involved are identical on all documents despite variations in terminology used.
Monitors the status of receiving reports from customers, and provides status reports on over-aged accounts payable and validates and processes the clearing of overaged accounts payable, as required.
Performs final audit of invoices and vouchers related to contracts.
Examines and analyzes contracts, modifications, and change orders for propriety, legal and adequacy of contract.
Researches and reviews contracts, delivery orders and agreements, project orders, military interdepartmental purchase requests, obligation authorities, etc. to ensure propriety of fund usage, proper authorizing, and contract payment requirements.
Determines and applies proper coding to a variety of obligations and accrued expenditures and disbursing transactions, ranging from simple to complex.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
To be hired at the GS-06 entry grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as validating, monitoring and maintaining accounting transactions and accounting records; entering accounting data into an automated financial system to process a wide variety of account transactions; identifying and researching discrepancies in account transactions and making adjustments; reconciling subsidiary ledgers to general ledgers for accounts; Researching discrepancies and making adjustments.
Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service.
Education
GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is
directly related to the work of the position being filled.
