Duties

Supervises and directs maintenance and control of ledgers, reconciliation of subsidiary ledgers to the general ledger, and preparation of required reports and analysis of accounting information. Explains accounting procedures, requirements, and directives in order to ensure the accurate, valid, and proper maintenance of accounting records. Oversees subordinate Accounting Technicians or, through subordinate Lead Accounting Technicians, oversees the accomplishment of technical work in accordance with policy, directives, regulations, and reporting requirements. Prepares, reviews, and approves draft memoranda or letters responding to inquiries of a non-routine nature explaining various aspects of accounting and providing detailed and technical explanations of accounting discrepancies. Provides accounting technicians with customer service training and technical assistance to ensure prompt, accurate, and effective service is provided to customers. Evaluates work performance of subordinates and prepares performance standards, evaluations and improvement plans. Provides advice, counsel, and instruction to employees on both work-related and administrative matters.

Qualifications

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-7) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience Defined As: Reconciling accounts in accounting systems involving extensive subdivision of accounts, frequent and varied adjustments to accounts, or extensive balancing and reconciling of detailed summary accounts or resolving problems in balancing accounts and adjusting discrepancies; Providing leadership to co-workers and employees on accounting support processing, policies, procedures, and functions in an expert capacity. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-7 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
