This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Budget Analyst, you will: Compile and draft written budget reviews and forecasts for submission to the Inspector General and high-level operating officials using current Office of Housing budgeting procedures to provide a realistic series of budget proposals for acceptance or amendments at that level. Compiles and draft written correspondence for approval and issuance by the Assistant Inspector General for Management and Administration, informing operating officials of initial resources allocations and of final approved budget operating plan. Prepare the final annual budget plans including five-year budget projections, budget operating plans, and mid-year review requirements to ensure formulation of accurate and realistic financial management plans for the Office of Housing budget. These plans are developed for final approval of the Division Director. Develops budget estimates and recommends most advantageous distribution of available resources to the Director, Budget Division, and other management officials. Compares plan with actual expenditures on a periodic basis reviewing and evaluating status of funds, budget plans, computer generated data, and other information to assure proper allocation of resources. Conduct special studies and prepares special analyses and reports as requested by the Director, Budget Division, and higher-level Office of Housing management. This may entail evaluation and forecasting future budgetary needs based on planned implementations, goals, projects, and initiatives and devising new methods, proposed budgets, and recommended actions to ensure the meeting of projected needs and overall success of the assigned programs.

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: -Performing a full range of budget oversight, control, and accountability for assigned areas, which includes budget formulation, execution, and justification of single and multi-year appropriations. AND -Develops, tracks, researches, and presents a variety of special and recurring budget execution, analytical and financial reports, and documents for the management of program funds, as well as presentation to leadership. AND -Maintaining up to date budget data and estimates that is in accordance with legal, regulatory and procedural policies. Specialized Experience: For the GS-12, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: - Preparing budget estimates and justifications for review; AND - Analyzing directives, circulars, and policies and advising managers; AND - Monitoring budget execution, identifying options and recommending actions as needed; AND - Preparing analysis and reports using automated financial systems. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. For the GS-12 you must have been at the GS-11 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
