Duties
As a Public Health Advisor you will:
Plans, develops, and implements public health programs in collaboration with local, state, other Federal and/or international governments and various public, non-profit, and private and health-related organizations. Establishes systematic methods for program execution and advocacy that includes the identification of objectives, evaluation criteria, and legal and regulatory compliance requirements.
Works to develop public health messages with subject matter experts and develops messages into appropriate end-products for communicating public health information to target audiences. Coordinates the development of information and education materials on product problems such as press releases, talking papers, and fact sheets to alert public or lay users about specific problems; papers for presentation at conferences or meetings of professional organizations.
Analyzes existing or proposed systems, strategies, services, or other health-related matters; identifies needs for improvement and the methods and resources to accomplish such improvements; develops, implements, and monitors performance evaluation and tracking systems; evaluates and analyzes data collection and utilization methods and quality control; provides leadership in developing and implementing program plans and data sets consistent with funding requirements and national initiatives; leads and/or participates in operational or planning meetings, public briefings, or other formal and informal settings to publicize program and/or gain support and cooperation; assists with developing strategies for program promotion, education, communication, and outreach; independently, or in collaboration with others, prepares and/or assists with preparing contracts, agreements, proposals, etc. for professional, laboratory, or other services pertinent to the program, study, or project.
Plans, implements, and presents training systems for health practitioners, researchers, and other professionals; conducts and/or assists in the development and delivery of training courses (e.g., community planning, prevention and intervention, outreach strategies, data collection, etc.); and assists with special studies and/or demonstrations. Establishes and maintains liaison with health and education professionals and lay users/patients for the purpose of promoting programs of major impact and consequence directed to lay users and patients. Implementation of educational programs through the mechanisms described above is not automatic as such activities are relatively new.
Research and analyze the causes of product problems that are caused by controversial, complex, and often conflicting factors. Research and analyze all aspects of use such as lay user/patient education via information directed through health professionals; environmental influences; internal and external pressures such as time constraints and political pressures; design, operation, and relative safety and effectiveness; and patient variables.
Conducts assessments, compliance reviews and negotiates and approves corrective actions, as needed. Monitors program compliance requirements and recommends approval or disapproval of existing or proposed program activities or expansions. Prepares reports of findings and recommendations.
Reviews congressional and legislative actions; assesses impact on public health program activities, initiatives, and policies; and initiates action accordingly. Drafts testimonies, policies, responses to inquiries, and/or financial statements for use in hearings and executives reviews, and to address concerns by grantees, contractors, and other concerned citizens. Represents the program or function on intra- and inter-agency task forces, committees, etc.
Serves as a representative to professional organizations in order to gain cooperation from these groups. The incumbent must be persuasive in bringing about such cooperation and effective in negotiating problems and coordinating implementation of programs.

Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience in: overarching coordination across internal organizations, in addition to pulling together large amounts of technical information and synthesizing it into useful information for leadership and others.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
