This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Hired Labor Fleet Superintendent involved in the major maintenance and repair of navigation and flood control projects assigned to New Orleans District Hired Labor Floating Plants.
Duties
Serves as primary technical expert concerning the utilization of trades and labor workers in major repair and maintenance operations.
Plans for utilization of workers; the coordination of supplemental workforce; the utilization of contract work and/or workers.
Reviews work to determine if improved methods and/or procedures can be developed to make operations safer or more efficient.
Meet critical deadlines established for accomplishing work to minimize time that locks are closed to the navigation industry.
Organize, direct, and coordinate the work being accomplished on multi-shift operations in geographically disbursed worksites.
Work requires utilization of a fleet of towboats, work boats, and floating plants.
Promotes a variety of management programs and policies such as safety, customer care, caring leadership, quality assurance, equal employment opportunity, and incentive awards.
Sets expectations and counsels employees on performance. Develops plans for on-the-job training and formal training to assure that workers are cross trained to meet the needs of the employees and work situations.
Ensures compliance with OSHA, ANSI and/or Corps of Engineers safety regulations to accomplish work safely, takes immediate and effective action to eliminate hazards when discrepancies are found.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position may be subject to a one year supervisory probationary period.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.
- The position meets the criteria for random drug testing under the Department of the Army Drug-Free Federal Workplace Program as supplemented by the USACE Pamphlet 600-1-3.
- This position requires heavy lifting up to 40 lbs.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License.
- This position may require the completion of a pre-employment physical examination.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Mechanic Supervisor without more than normal supervision performing common maintenance mechanic supervisor duties. Experience working as a leader or journeyman trades and crafts employee; work under the general direction of a higher graded employee to insure the assigned work is completed properly, efficiently and timely with minimal supervision or support; general understanding of majority of trades and crafts fields; use of proper work methods and possess a current knowledge of work procedures, policies, written instructions and other directives; general knowledge of workplace safety; observe tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating.
