This position is located in the Office of Intergovernmental and External Affairs (IEA). The incumbent will perform program analyses to evaluate efficiency and effectiveness of program practices impacting Native American Tribes, legislative and regulatory issues relevant to HHS and IHS.
Duties
- Provides technical, program and policy input for HHS programs involving direct contact with agency staff and individuals with Tribal Nations seeking information about health and human service programs and services. Assists in planning, initiation and direction of HHS program goals, objectives and plans into operational programs at the national, regional and tribal levels.
- Provides technical, program and policy input on legislative activities based on knowledge of Indian Tribal programs, history, culture, tribal laws and procedures as well as providing ongoing technical advice on overall activities pertaining to policy, program and analyses affecting Indian Tribes with knowledge of regional offices and state agencies.
- Meets with responsible tribal officials on important matters of program application laws, regulations, and policies to assist applicants through phases of obtaining program support.
- Educates others about the government-to-government relationship between Indian Tribes and Federal, State and local agencies or organizations around the areas of Health and Human service delivery programs, laws and regulations as they relate to Indian Tribes and American Indian/Alaska Native populations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector.
Qualifying examples of Specialized Experience must include, but is not limited to:
1. Experience leading and/or managing health and/or human service delivery programs, as they relate to tribal communities with responsibilities with reviewing and analyzing Federal/State laws and regulations to identify issues and trends having an impact on tribal communities; AND,
2. Experience serving as a liaison with organizations and involved in development and implementation of community-based services; AND,
3. Experience writing reports utilizing an extensive knowledge of health and/or human service programs and services.
