The Veterans Health Administration Office of Research and Development is seeking a full-time Health System Specialist at the VA Medical Center in Buffalo, New York.

Duties

The Health System Specialist functions as the Research Committee Manager, fully responsible to manage regulatory committees and provide subject matter expertise regarding the underlying regulations in ensuring compliance in research. The incumbent performs a variety of complex tasks related to the approval and maintenance of research projects including necessary regulatory approvals, decisions, submissions that are tied to protocol execution, data reporting and management. Typical duties include, but are not limited to: Serves as the Program Manager and Specialist for multiple regulatory committees. Interprets, analyzes, and uses discretion to implement and devise a wide range of research policies. Making recommendations to update established practices and procedures when indicated. Oversight of the entire review process of research protocols involving animal and/or human subjects. Provides information to the respective regulatory research committees regarding the ever-changing and evolving regulations. Ensuring any compliance issues are remediated through intercession and supportive assistance Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. This position is covered by locality-based comparability pay. Veterans' preference does not apply for current permanent Federal agency employees. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7; for the GS-11 level you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS-9: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience for this position is defined as: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Examples of qualifying specialized experience for this grade level include, but are not limited to: providing guidance and administrative support to one or more regulatory committees; educating the research community on local and external policies and procedures with regard to research involving animal and human subjects; implementing measures to improve processes. (NOTE: Your resume must demonstrate that you have this experience in order for you to be qualified and referred for consideration.). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D., if related. Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED) . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree. GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience for this position is defined as: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.
