The Health Systems Specialist functions in the Medicine Department at the VA Western New York Healthcare System. The incumbent serves as the nexus between the clinical and administrative operations of the Medicine Department.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The duties include, but may not be limited to the following: Administrative/Budget Responsibilities: Develops the need for and maintains an awareness of available budgetary resource, makes recommendations to the Chief of Medicine, service chiefs and the Health System Specialist to the Chief of Staff. Develops, monitors, and makes recommendations to adjust plans to accomplish the mission and enhance the delivery of health care services with budgetary constraints effectively and cost-efficiently. Provides active and well-informed administrative support for the delivery of health care by taking the initiative to identify needs and potential issues/concerns, then devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems. Serves on various department and/or facility committees. Analyzes the workload, finance/budget, staffing, space utilization, and other data used in resource planning. Conducts training relative to business practices, operations management, data gathering and analysis, and improvement strategies to facility staff and other as needed. Management Improvement Studies: Analyzes management techniques, processes, and styles for improving departmental effectives and to further the delivery of exceptional health services to Veterans. Studies and implements management improvement in administrative areas identified through such means as internal control views and management studies. Provides direction and oversight of all Medicine Department Specialties in assessing performance monitors and measures that best support quality health care delivery service. Forms teams to address problems areas, collect data referring to the problem, identifies external benchmarks or best practices and presents final recommendations to Senior Leaders. Strategic Planning: Assists with planning functions, including the collection of required information and materials. Performs strategic planning analysis of the internal and external environment including demographics, productivity, and resources to develop goals and objectives consistent with the needs of VAWNYHS, the Network 2 goals and VA National performance measures and constituent needs. Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. or General Experience: (for GS-5 positions): Work that required a knowledge of the basic principles and practices related to the management of a health care delivery system. Such experience may have been gained as an administrative officer, management analyst, or administrative or clinical program manager or supervisor in a health care delivery system. GS12 Specialized Experience Requirement: There is no Education Substitution at this grade level. Specialized Experience (for positions above GS-5) Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Carrying out administrative functions, analyzing budgets, making ethical recommendations to stakeholders and facility leadership. Effectively communicating current assessment of operations, as well as strategic planning, operating as a project manager, tracking data. Using Lean Six Sigma or other data driven approaches to increase overall efficiency of operation and improvement studies. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Note: A full year of work is 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities.
