The position is located in the Deputy Chief Information Officer for Cyber Operations, Bureau of Information Resource Management (IRM/DCIO/CO), in the U.S. Department of State (DOS).
Duties
Provides analysis and advisory insights on the evaluation of the effectiveness of agency cybersecurity programs and operations including the productivity and efficiency of the management of security policies, directives, and processes.
Consults with individual project managers/leaders on proven practices, processes, and methodologies to ensure applicable requirements are understood and pursued to promote measurable and consistent delivery of effective cybersecurity solutions.
Coordinates and performs analyses of major cyber and IT portfolio issues for DCIO/CO. Develops and implements process improvement controls, techniques, and mechanisms that improve upon organizational mission functions.
Develops well-written, consistent, and accurate operational cybersecurity knowledge management papers, memorandums, SOPs, briefing materials and other required documentation and guidance information.
Provides analysis, IT-enabled cybersecurity research, and innovative program management solutions implementation, evaluation and modification of strategic plans, performance goals, and operational risk indicators.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards
Customer Service – developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs
Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience
Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience analyzing cybersecurity strategic, tactical, and operational program plans that enable or impact the effectiveness of organizational information security portfolio initiatives and activities; recommending and implementing corrective actions based on regulatory guidance and proven industry methodologies.
Experience managing internal and external relationships with organizational leadership, information technology (IT) business and process owners supporting applicable cybersecurity services, assisting with the planning execution and surveillance of Operating Level Agreements.
Experience managing cybersecurity service delivery methodology and relationships with information technology (IT) process owners supporting the delivery and effectiveness if applicable information security program services.
Experience isolating and resolving deficient cyber operations conditions, resolving critical system authorization problems, and developing, testing, and implementing new assessments and authorization technologies.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-14 position.
