You will serve as a HUMAN RESOURCES SPECIALIST (LABOR & EMPLOYEE RELATIONS) in the Bureau of Medicine and Surgery of NAVMEDSUP DET SAN DIEGO. Duties

You will provide Labor Relations (LR) and Employee Relations (ER) services to the employees, supervisors, managers and senior leaders at assigned commands. You will provide the full range of management advisory services on all day-to-day matters involving labor relations and employee relations. You will provide advice and guidance to BUMED management in the areas of civilian personnel law. You will provide extensive research on legal issues and original analysis, including obtaining and evaluating expert testimony and advice. You will coordinate and/or prepare responses to external program review findings and recommendations regarding sensitive issues. You will provide guidance, consultation, and staff assistance on all LER matters

  • This position is a local remote approved position. Selectee must be located within the commute area of the command upon entry to duty.

Qualifications

For the GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying labor relations and personnel management theories, laws, and procedures to perform a variety of employee relations/labor relations assignments (i.e., researching legal issues and original analysis, including obtaining and evaluating expert testimony and advice); Experience administering/utilizing complex fact-finding, analytical and problem solving methods and techniques; Experience using automated tools, both off-the-shelf (word processing, spreadsheet, database, etc.) programs and specially designed (Personnel Process Improvements (PPI's)) programs to produce work products, extract/compile data, and to communicate. For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying labor relations and personnel management theories, laws, and procedures to perform a variety of employee relations/labor relations assignments (i.e., gathering/interpreting information and data for assessing complex problems, issues and unusual circumstances, and to determine the most effective and efficient approach to meet customer needs); Experience performing research on legal issues and original analysis, including obtaining and evaluating expert testimony and advice. Experience preparing and presenting findings/recommendations relevant to difficult/controversial issues to develop and present third parties cases, Experience developing and/or providing training as required to both technical and non-technical audiences; AND Experience drafting concise, cogent position papers, legal briefs, letters, memorandum and other documents for senior officials.
