The primary purpose of this position is to serve as the Information System Security Manager (ISSM); responsible for Assessment & Authorizations (A&A) of Non-Secure Internet Protocol Router (NIPRNet) and Secure Internet Protocol Router (SIPRNet) Enclaves to Operate (ATO) packages. Responsible for the Cybersecurity posture - classified and unclassified enclaves.

Duties

Serves as the Information System Security Manager for the Wing Cybersecurity Office performing base-level Cybersecurity risk management, senior IT specialist and Risk Management Framework Assessment & Authorization (A&A) duties. Functions as the senior base cybersecurity and security risk analyst. Analyzes and implements DoD and AF policy needs and develops policy and procedures governing Cybersecurity and A&A activities. Serves as the senior Cybersecurity technical advisor for Eglin networks and information systems. Perform Continuous Monitoring of both Classified and Unclassified Enclaves and Computer Networks. Represents the organization in a variety of installation and functional area organizations. Plans, organizes, and directs the activities of the organization's ISSM office, ensuring that the organization's ISSM office complies with legal, regulatory, and cybersecurity requirements.

  • Incumbent must be eligible for a TS or TS/SCI security clearance (Special Compartmented Information), as required by duty location.
  • Information Assurance Certification is a condition of employment. This position includes Information Assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, the incumbent of this position must achieve and maintain the IAM Level II certification within six months of assignment of these duties.
  • A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Information System Security Managers (ISSM) responsible for Assessment & Authorizations (A&A) of Non-Secure Internet Protocol Router (NIPRNet) and Secure Internet Protocol Router (SIPRNet) Enclaves to Operate (ATO) packages. Responsible for the Cybersecurity posture of the classified and unclassified enclaves; the IT Specialist for A&A activities, and a DoDI 5009 and 8510.01 subject matter expert, coordinating, advising, planning, and organizing all activities related to the Cybersecurity and A&A of classified and unclassified base network enclaves and systems; performs duties as a senior information technology (IT) specialist providing a wide range of IT and network security services for over 23K users and over 55K network devices, tailored to support multiple systems on the NIPRNet and SIPRNet providing advanced knowledge and skills in cybersecurity. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of the principles, methods, and techniques of cyber, Information Technology (IT), or Information Management (IM) assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing cyber, IT, or IM projects and resources, monitoring and inspecting costs, work, and contractor performance. Ability to lead and manage information systems planning, development, implementation, operation, and maintenance as well as ability to make decisions or recommendations that significantly impact important agency cyber, IT, or IM policies or programs. 2. Knowledge of safety and security regulations, practices and procedures. 3. Knowledge of DoD/Air Force IT Information Security (INFOSEC) security requirements for Assessment and Authorization (A&A), network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of A&A reviews. 4. Expert knowledge of information technology and information security industry standards, cost-benefits analysis methods, and analysis to performance data to prepare persuasive recommendations in support of Cybersecurity requirements. 5. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. 6. Ability to communicate effectively, both orally and in writing. 7. Knowledge of the Communications Squadron mission, internal processes, and policies. 8. Knowledge of safety and security regulations, practices, and procedures. 9. Ability to develop and conduct training on information security. 10. Professional knowledge and experience to be able to attain or to have already attained the specified certification levels described in DoD 8570.01-M needed to carry out the performance of this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
