You will serve as a Financial Management Analyst in the Hawaii Regional Maintenance Center (HRMC), PEARL HARBOR NSY AND IMF.
Duties
You will research regulatory material to obtain factual information.
You will coordinate and execute financial submissions and reporting of financial requirements that support surface ships.
You will maintain adequate fiscal controls to prevent the over-authorization, over-commitment, over-obligation or over-expenditure of funds made available for surface ship maintenance and modernization.
You will submit records commitments and obligation transactions in the designated accounting system according to operation budgets, project directives or work requests.
You will perform periodic reviews of unliquidated obligations and unmatched disbursements, validate expenditures and advise the funds grantor of excess funds available for recapture.
You will process department overhead non-labor budget.
You will perform or advise on work in any of the phases or systems of budget administration.
You will formulate budgets and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities, review and evaluate budget requests, control and report obligations and expenditures.
You will develop, determine, and interpret budgetary policies and practices.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
You will apply comprehensive, detailed knowledge and understanding of budgetary policies, precedents, procedures, and regulations.
You will apply knowledge of policies, precedents, goals, objectives, regulations, and guidelines of a functional area.
You will apply knowledge of administrative and financial management systems.
You will analyze and resolve a range of budgetary problems such as: development of alternative methods of funding and formulation of budget estimates for programs in which funding requirements have changed significantly.
You will apply analytical reasoning, ability to apply skill to the identification, analysis and conceptualization of budgetary problems, and development of alternative solutions.
You will perform a variety of analytical, technical, and administrative work for substantive programs and support activities.
You will assist program managers and staff officials in Interpreting the impact of and planning for financial/budgetary and program changes.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing cost-benefit analysis (e.g., preparing financial management data, reports, auditing, and budgeting) torecommend, defend, or justify funding decisions for the support of an organization's programs and activities.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree;
or
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
or
Successful completion of an LL.M. degree that is related to the position being filled.
