You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Budget and Statistics Division, Comptroller Department, of PEARL HARBOR NSY AND IMF.
Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work.
You will assign work to subordinates based on employee’s capabilities, priorities and difficulty.
You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities depending on the needs of the organization.
You will analyze and recommend costs and benefits of alternative methods of financial management of the organization’s programs and administrative operations to support the organization’s programs and activities.
You will formulate budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; review and evaluate budget requests; control, and reporting of obligations and expenditures.
You will provide adequate and scheduled time for execution of leadership-development activities. Mentor, coach, and develop the accounting team and ensure succession plans are in place.
You will provide technical guidance and assistance in the development and implementation of PHNSY_IMF training programs as required to support alignment with the Strategic Leadership Team.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying budgeting concepts, principles, practices, laws, and regulations to ensure budget formulation and budget execution functions are in compliance; developing and implementing budgetary or financial policies; and interpreting the impact of financial or budgetary program changes (e.g., legislation, executive orders, Office of Management and Budget (OMB) guidance) to provide technical guidance to others.
