You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Comptroller Department of PEARL HARBOR NSY AND IMF.

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse affect on regular and recurring work. You will assign work to subordinates based on employee’s capabilities, priorities and difficulty. You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities depending on the needs of the organization. You will analyze and recommend costs and benefits of alternative methods of financial management of the organization’s programs and administrative operations to support the organization’s programs and activities. You will formulate budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; review and evaluate budget requests; control, and reporting of obligations and expenditures.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing budgetary concepts, principles, practices, laws and regulations to develop, recommend and implement budgetary and/or financial policies (e.g. Congressional legislation, executive orders, Office of Management and Budget (OMB), agency and departmental guidance.) for shipyard financial systems.
