The Health Systems Specialist in the Office of the Medical Center Director reports to the Chief of Staff, a senior member of the Executive Leadership Team (ELT), comprised of the highest-ranking senior executives within the Level-1 complexity Joint Commission accredited healthcare organization. The Health Systems Specialist utilizes specialized knowledge of the fundamentals of healthcare management and serves as a management representative of the ELT.

Duties

Major duties include, but are not limited to: Develops a thorough, administrative and strategic operational initiatives of the organization that enables the specialist to identify problems, analyze data, and recommend resolutions based on specific knowledge of the organization's objectives and priorities, resources, and catchment area. Plans, organizes, trends and reviews requests for resources within their assigned executive's chain of command and makes recommendations, based upon the relative needs while considering their ability to utilize the resources requested. Reviews policies and procedures that are in conformance with the overall philosophy of the Veteran Health Administration (VHA) related to all aspects of healthcare programs. These policies and procedures may take the form of directives, letters, memoranda, program guides, and other appropriate issuances. Their development requires the incumbent to address program issues with organizational elements with VHA and with professional groups and may include other government and private sector organizations. Coordinates and participates in strategic planning through the healthcare system, and with subordinate services and programs. Reviews audits and evaluations which are conducted at the facility. Interpersonal communication and outreach, acquisitions and procurement, information technology, and financial management. Resolves problems through personal contacts, obtains expediated decisions on urgent matters and otherwise assists services/programs in obtaining responsive action for their requests. Assist the Executive Leadership Team in assessing needs in a realistic fashion, documenting them effectively, and presenting them to a diverse audience of internal and external stakeholders. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirement: The individual must meet the IOR. The IOR for the 0671 series is: You must have one of the following: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. --or--- Experience described as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: - Missions, organizations, programs, and requirements of health care delivery systems; - Regulations and standards of various regulatory and credentialing groups; and - Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience: Examples of specialized experience would typically include, but are not limited to: Experience with data analysis and analytics to perform quality improvement studies. Experience working in a health care organization with clinical and administrative aspects of health care delivery systems, facilities, and operations to be able to develop plans for these facilities. Experience identifying and resolving a range of complex administrative issues in a healthcare facility. Advanced planning skills to address long range and short-term plans in accordance with medical center policies and objectives. Experience leading a wide range of professional, clinical, administrative, executive, and support personnel at all levels Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no educational substitution for the GS-13 level.
