The Health Systems Specialist in the Office of the Medical Center Director reports to a senior member of the Executive Leadership Team (ELT), comprised of the highest-ranking senior executives within the Level-1 complexity Joint Commission accredited healthcare organization. This position serves as a management representative of the El T and participates in the stewardship and responsibility for operations of the organization as a whole.
Duties
The incumbent functions as Health System Specialist in the Office of the Medical Center Director. Incumbent is assigned as direct staff to a member of the Executive Leadership Team and their Service Chiefs and Program Officers and serves as a back-up for other Health System Specialists in the office and may be detailed to fill critical administrative leadership positions within the facility and VISN to support continuity of healthcare delivery operations.
Duties of the Health System Specialist include but are not limited to:
Execute the Directors/ELT vision for the framework of healthcare delivery and direction of services and programs across the enterprise.
Develop a thorough, administrative and strategic operational initiatives for the organization that enables the specialist to identify problems, analyze data, and recommend resolutions based on specific knowledge of the organizational objectives, priorities, and resources within the catchment area.
Work closely with other facility/VISN elements on project development and submission, making recommendations on project scope.
Plan, organize, trend, and review resource requests and make recommendations based upon needs and ROI.
Prioritize resource allocations throughout the healthcare system.
Assist the ELT in assessing needs, documenting effectively, and presenting information to a diverse audience of internal and external stakeholders.
Review and assign organizational resources based on the organizations current and forecasted needs utilizing market trends.
Provide guidance on program specific matters such as legislative issues, protocol issues, and VISN/VACO correspondence.
Work closely with Quality, Safety, EEO, HR, Finance, Compliance/Business Integrity, Veteran Experience, IT, and Public Affairs to identify incidents that may form a pattern or be indicative of a general problem within the healthcare system.
Address problems arising from quality of care issues and customer complaints, through data/ process reviews and preparing replies to congressional and dignitary stakeholders.
Case manage all physician and provider recruitment and on-boarding activities ensuring effective and efficient processes that maximize recruitment outcomes and reduce Time-to-Hire (T2H)
Provides strategic recruitment and retention support and guidance to the Executive Leadership Team and service line managers; providing input on short and long term analyses of recruitment, hiring and retention requirements.
Coordinates recruitment efforts with key stakeholders such as Chief of Staff, clinical service line officials, Chief Financial Officer, Medical Staff Office (Credentialing and Privileging), etc.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirements: Undergraduate and Graduate Education: Major study-- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work way have been performed in an operating health care facility or a higher organization echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provide knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; AND
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Conducts recruitment and placement activities from cradle to grave for variety of professional, administrative and technical position.
Analyzes recruitment and staffing issues or problems and developing and recommending possible approaches, alternatives, and solutions.

Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary, and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to other facility sites of care, interviews, meetings, and sources of information.
