The position is responsible for advising VISN leadership in coordinating, planning, implementing VISN-wide strategic plans, providing interpretive guidance on agency Systems Redesign policies, and institute and sustain continuous process improvement efforts across the VISN. This position plays a pivotal role in the VA modernization efforts which include transformative changes in VA care delivery systems and processes in partnership with other federal and civilian healthcare providers.
Duties
Duties include, but are not limited to:
Advises VISN leadership in coordinating, planning, implementing VISN-wide strategic plans, providing interpretive guidance on agency Systems Redesign policies, and institute and sustain continuous process improvement efforts across the VISN.
Review and react to proposed legislation and/or regulation changes that impact healthcare modernization in order to understand and anticipate the impact and respond accordingly.
Promotes workforce and organizational learning and development opportunities that engage all levels of staff in an ongoing pursuit of excellence in health care service delivery to Veterans.
Manages change and performance improvement training and learning opportunities including VISN-led initiatives and Certification Programs.
Maintains and improves Service Line, VISN and VA relationships through personal and active participation in administrative, educational, and community events of federal, state, Network and other affiliated organizations involved in health care delivery, veteran's service organizations, and community affairs.
Develops innovative strategies and recommendations for initiating and establishing goals, timetables, and procedures for expediting projects. Implement new initiatives and projects to strengthen, facilitate, and integrate projects into overall VISN strategies and priorities.
Identifies and implements network wide project management processes and procedures for project initiation, project definition, risk management, management reporting, governance, and project closure.
Manages design or review of proposed and actual methods for implementing surveys and demonstration and/or research projects including, but not limited to, definition and standardization of inclusion/exclusion criteria, sampling methodology, sample size calculation, outlining limitations and threats to internal and external validity, data entry, and verification of item content across samples and surveys.
Provides technical consultation and editorial review of network wide Lean Six Sigma/Black Belt project proposals, papers, manuals, and other materials on an as needed basis and serves as faculty for network Lean Six Sigma/Belt training program.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Individual Occupational Requirement (IOR): The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).
Undergraduate and Graduate Education in a Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
Experience of progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement
Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. (Transcripts required if using education to meet this requirement)
Preferred Experience: Black Belt certification is preferred and will be considered in best qualified.

The specialized experience for this position is defined as:
Mastery knowledge of qualitative and/or quantitative methods for the assessment and improvement of VHACO and VISN healthcare delivery effectiveness and related process improvement impact.
Expert skill interviewing stakeholders to identify project and program expectations and objectives of healthcare modernization and improvement efforts related to the program/project.
Expert knowledge and skill to plan, organize and direct team study work and to negotiate effectively with management to accept and implement recommendations and solutions proposed.
Knowledge of the unique characteristics of the specific health care delivery system served, the missions, organizations, programs, and requirements of health care delivery systems, intra- and interdepartmental relationships, and agency operations.
Knowledge of administrative and managerial processes unique to the agency and veteran health initiatives, such as budget distribution models, emergency management, Joint Commission, compliance, etc.
Comprehensive knowledge of healthcare Lean/Systems Redesign utilizing standardized tools, methods, and principles such as Lean and Six Sigma.

Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasionally incumbent is required to carry light objects, such as files, mail, supplies and papers.
