This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

GENERAL DESCRIPTION RESPONSIBILITIES OF THE ASSOCIATE CHIEF OF PHARMACY, CLINICAL SERVICE:
The Associate Chief of Pharmacy, Clinical Service is responsible for providing leadership, direction, organization, planning, coordinating, and implementing pharmacy educational and clinical programs and services for the John J. Pershing VA Medical Center (JJP VAMC). The Associate Chief of Pharmacy, Clinical Service is responsible for all aspect of pharmacy operations in a clinical setting. Responsibilities include Participation in the pharmacological management of patient medication needs, provision of educational services to staff and patients, the development and management of clinical programs such as drug usage evaluations and adverse drug reactions, involvement in medical center committees, and ensuring that effective clinical pharmacy services are being provided.
Pharmacist must demonstrate a high degree of knowledge in professional matters. Pharmacist will be professionally competent. Professional competence is defined as possessing current professional knowledge and functioning in a manner consistent with demands of a changing profession and includes but not limited to unit dose, IV additives, pharmacokinetics, drug interactions and pharmacology. Will be required to communicate product information to pharmacy staff, patient, medical staff, nursing, and other hospital personnel.
The Associate Chief of Pharmacy, Clinical Service, as assigned by the Chief of Pharmacy Service, is responsible for overseeing all professional and clinical pharmacy activities. These include, but are not limited to:
Disease state management services.
Direct patient care services (e.g., Anticoagulation Clinic, Medication Management Clinic, etc.) where appropriate and feasible.
The procurement, storage, and distribution of drugs and supplies; NOTE: This includes specialty programs (e.g., research, Drug Detoxification and Treatment, same day surgery, etc.).
Patient education.
Medication therapy management;
VISN or medical center telepharmacy or prescription refill call centers; Drug information and consultative services.
Drug administration when authorized.
Pursuing Scopes of Practice for pharmacists, when appropriate.
Coordination of all drug and supply dispensing from CMOP.
The provision of drug information and consultative services to all patients and health care professionals.
Responsible for monitoring, developing and evaluating the activities of the Clinical Pharmacist staff for the John J. Pershing VA Medical Center Pharmacy Service.
Responsible for coordinating and supervising all instructional activities involving clinical staff pharmacists.
Serves in advisory capacity to the Chief Pharmacist on matters relating to formulary actions, clinical pharmacy services, Pharmacy Medication Management Committee (PMMC) actions, etc.
Serves as active member on the John J. Pershing VA Medical Center Pharmacy Service, Pharmacy Medication Management Committee (PMMC) and related subcommittees.
Serves as active member or guest member on division, system, VISN, and national committees as requested.
The incumbent is expected to adhere to all safety regulations and report potentially unsafe situations.
Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
a. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
b. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
c. Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.
(1) Exception. Non-licensed pharmacists who otherwise meet the eligibility requirements may be given a temporary appointment at the entry level as a Graduate Pharmacist under the authority of 38 U.S.C. § 7405(c)(2)(B). The appointing official may waive the requirement of licensure for a period not to exceed 2 years for a pharmacist that provides care under the supervision of a licensed pharmacist. For grade levels above the GS-11, the candidate must be licensed.
(2) Failure to Obtain License. In all cases, pharmacists must actively pursue meeting state prerequisites for licensure starting from the date of their appointment. At the time of appointment, the supervisor will provide the unlicensed pharmacist with the written requirement to obtain licensure, the date by which the license must be acquired, and the consequences for not becoming licensed by the deadline. Failure to become licensed within 2 years from date of appointment will result in removal from the GS-0660 Pharmacist series and may result in termination of employment.
d. Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level.
(b) Assignments. Candidates at this grade level are to be in one of the assignments listed below. . For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Service Chief. Individual is assigned as Chief at Facility Complexity Level 2 or 3 medical facility but assignment does not have the high level of complexity to support a GS-15 grade as defined in paragraph (5)(b) below. Responsible for all aspects of pharmacy services at a medical facility by maintaining effective interdepartmental relationships, demonstrating active problem resolution skills and close cooperation with other programs and services in accomplishing the medical facility mission and goals. Responsible for budget management, determining resource needs, allocating resources, ensuring proper utilization in productivity, efficiency, and cost effectiveness of the operation. Formulates objectives and priorities and implements plans consistent with the long term interest of the organization, capitalizing on opportunities and managing risks. Responsible for compliance with all safety, regulatory, and accrediting body requirements. Delegates authority to several supervisory and program levels to meet the goals of the service and staff. Ensures orientation and training programs are established to ensure staff development, oversees academic affiliations, and participates in medical facility, VISN, National, other external governmental agencies, and professional associations.
Demonstrated KSAs. The KSAs shown below apply to all assignments at this grade level, and the specific KSA designated by an asterisk (*) applies to assignment 2 and 3.

Preferred Experience: PGY-1 and/or PGY-2 pharmacy residency completed and VA experience.
