This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
Plans, directs, and coordinates comprehensive pharmaceutical care services for a highly complex pharmacy, offering a wide variety of pharmaceutical care services in regard to: outpatient, inpatient, long term care total computerization, unit dose, I.V. admixtures, oncology preparation, drug information, and very active, progressive clinical programs. This position must maintain effective interdepartmental communication and is expected to demonstrate problem resolution skills in concert with the entire medical center and its mission as well as working closely with the Veteran Integrated Service Network (VISN) Pharmaceutical Executive to meet objectives.
This position formulates objectives and priorities and implements plans consistent with the long term interest of the medical center capitalizing on opportunities and managing risks. In addition, responsibilities also include compliance with all safety, regulatory and accrediting body requirements.
The Pharmacy Chief delegates authority to several supervisory and program levels to meet the goals of the service and staff; ensures orientation and training programs are established to ensure staff development; oversees academic affiliations, and participates in medical facility, VISN, National, other external governmental agencies, and professional associations.
The Chief of Pharmacy is responsible for budget management, resource identification, resource allocation, productivity, departmental efficiencies, and cost effectiveness of the entire pharmacy program.
The facility is a general medical/surgical medical center, which has an additional 38 bed community living center (CLC), a multi-disciplinary health care center in Cape Girardeau, Missouri; five Community Based Outpatient Clinics (CBOC) located at West Plains, Farmington and Sikeston, MO; Paragould and Pocahontas, AR along with specialty services that include behavioral health. The pharmacy is surveyed by the Joint Commission for compliance under ambulatory care, hospital, behavioral health and long term care.
The Chief is responsible for maintaining open communications between Pharmacies and the associated personnel located on two separate campuses along with other medical professionals within the medical center and the various practice sites. Communication also is maintained with Clinical Pharmacist Specialists located at varying CBOCs and off site clinics. The Chief is also responsible to communicate and direct operations related to clinical and distributive functions for the State Veteran Home in Cape Girardeau, Missouri. This is done by serving as a member on various medical center committees and providing support for formularies, in-services and other types of communications. The Chief represents Veterans Affairs Medical Center Pharmacy Service in the medical center and in the community through participation in professional organizations.
Some of the duties involve direct contact with adult patients which may be considered duties of a Clinical Pharmacist. Ages of patients served may vary greatly; however, every effort is taken by treatment teams and individual pharmacy staff members to consider the age of the patient and to modify treatment according to adolescent, adult, or geriatric age.
The Chief is expected to be involved with issues locally, at the VISN level and nationally as needed.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (Must submit a copy of Transcripts)
Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

GS-15
Preferred Experience: In addition to the GS-15 requirements, must have 1 year of experience equivalent to the next lower grade level.

Physical Requirements: Must be physically and mentally able to perform efficiently the duties of the position. Use of fingers and both hands required. Walk (up to 1 hour); light carrying (up to 10 lbs.). Near vision correctable at 13' to 16'; hearing (aid permitted).
