The primary purpose of this position is: Manage wing's inventory of Intercontinental Ballistic Missile (ICBM) code and critical components, which provide the electronic and mechanical safety cornerstone of positive control and nuclear surety.

Duties

Serves as administrator of the wing's ICBM codes records section. Ensures proper configuration of ICBM codes, critical components and miscellaneous devices in support of wing alert readiness requirements. Manages 341st Missile Wing portion of US Strategic Command COMSEC account and the 341st Missile Wing codes section supply account with over 4,000 items. Assistant wing codes quality assurance officer.

  • Employee must obtain Top Secret SSBI security clearance.
  • This position is subject to provisions of the DoD Priority Placement Program
  • Work may require travel away from normal duty station on military or commercial aircraft.
  • Work will require approximately two days per month of off-duty telephone standby.
  • Employee must obtain and consistently maintain “Critical” certification in the Personal Reliability Program.

  • Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

(Con.) This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes expert understanding of the various ICBM codes systems and their relationship to Positive Control and Nuclear Surety functions; expert knowledge of the handling, storage, transportation and accountability of ICBM code materials and components; comprehensive knowledge to manage and coordinate US Strategic Command ICBM coding requirements. OR EDUCATION: Completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a Ph.D degree or Ph.D or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least three years of progressively higher level graduate education, but have not obtained a Ph.D or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of code controls, coding operations, services, needs, and goals of wing codes section and assigned code handling responsibilities, related functions, resources, and users. Display mastery of ICBM weapon system coding operations to support analysis and resolution of field coding malfunctions. Comprehensive knowledge of regulations, environmental requirements, principles and practices relating to the Wing Code Processing System, and familiarity with other coding disciplines and architectures. Complete knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions. Extensive knowledge of administrative and security procedures involved in the production and distribution of cryptographic material. Ability to analyze interpret, and apply rules, regulations and procedures to a variety of situations and to recommend timely and economical solutions; ability to independently plan and organize work and coordinate with other coding disciplines and architects; ability to communicate effectively orally and in writing and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
