The primary purpose of this position is to provide key advisory and force management services to senior Civil Engineering Squadron (CES) leadership. To also serve as the Squadron FIAR (Financial Improvement and Audit Remediation) Officer; to serve as the program manager for the squadron's Architectural and Engineering (A&E) Title II contract manpower program and serves as the point of contact for AFCEC's Installation Programming, Development, and Execution Support Program

Duties

Manages, plans, develops, and implements the unit's Financial Improvement and Audit Remediation (FIAR) program. Serves as the BCE primary point of contact for force support services (position management, staffing, placement, and classification). Program manager for workforce allocation, utilization, and management. Serves as the BCE focal point for all recruitment and staffing, training, awards, and mobilization actions involving the civilian workforce. Unit Reserve Coordinator. Manages Individual Mobilization Augmentee (IMA) program. Conduct initial orientation and in-processing briefings for assigned Individual Reservists.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification. Knowledge to independently conduct studies of contract oversight requirements. Knowledge of military manpower and personnel management systems and procedures. Knowledge and understanding of each component of the organizational structure and its manpower and personnel requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis principles and techniques sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position. 2. Knowledge of DoD, agency, federal, state, and local guidance and procedures, and the relationship of the various offices, involved in planning a financial audit program designed to assess mission accountability and sustainability; skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports. 3. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources pertaining to personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification; knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of civilian and military personnel program operations. 4. Knowledge of civilian personnel management policies, processes, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements. 5. Knowledge of contract administration and termination principles, policies, procedures, and technical requirements applicable to pre-award and post-award actions for a variety of contracts. 6. Ability to establish effective working relationships and to communicate with tact, creativity, and resourcefulness, both orally and in writing. Prepare and present briefing to all levels of leadership. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
