You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER SECTION of USMC RECRUITING COMMAND.
Duties
You will serve as the MCRC focal point for the Manager’s Internal Control (MIC) program at the MCRC HQ level and liaison between field activities.
You will serve as the MCRC Lead and Organization Defense Travel Administrator (L/ODTA) for the Defense Travel System (DTS) at the MCRC HQ and liaison between field activities.
You will serve as a point of contact for financial matters and budget programs as they relate to Recruiting and Advertising and Anti- Terrorism and Force Protection (ATFP) measures.
You will develop, prepare, present, and recommend items for inclusion in the MCRC Program Objective Memorandum (POM) for recruiting, advertising, and anti-terrorism/force protection.
You will assist in planning, programming, budgeting, and accounting for recruiting and advertising funds.
You will coordinate, develop, consolidate, prepare, present, evaluate, recommend, and defend MCRC recruiting and advertising budgets and all anti-terrorism initiatives.
You will interpret, evaluate, track, analyze, and research the execution of the recruiting and advertising budgets, to include assisting and training MCRC HQ and field activity personnel.
You will prepare, processe, certifie, and track authorizations, reservations, obligations, expenses, and liquidation documents, reconciling them against all source documentation and SABRS reports, to include prior fiscal years.
You will serves as the MCRC external audit/review liaison point of contact.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing financial management duties (e.g. budget oversight, analyzing and resolving problems).
GS-12:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing budget administration, financial management of organizational programs, and implementing regulatory controls over budgets.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
