Duties
As a Program Analyst, you will perform the following duties:
Performs analysis of the Construction Work in Progress (CWIP) program to ensure accuracy of the costs of the CWIP and (Internal Use Software Development (IUSD) assets. Evaluates the effectiveness of the CWIP program to ensure correct accounting classification codes are used on all transactions to capture and allocate correctly all costs, both capital and expense.
Utilize knowledge of all applicable federal accounting standards, to provide guidance and training to NESDIS programs and offices for identifying CWIP/IUSD activities, accounting for the activities, and tracking, and reporting of the activities in the financial ledgers.
Provide guidance and direction to NESDIS personnel on cost methodologies to ensure the cost of the assets are accurately reported as by reconciling the balances, verifying property accounting code structures, explaining anomaly balances and identifying and resolving differences
Develop a quarterly internal audit plan for NESDIS, conduct and coordinate internal reviews and audits, and develop and implement corrective action plans required to address audit findings arising from both internal audits and external audits performed by a non-Federal entity.

EDUCATION: There is no positive education requirement for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-4 (GS-13) grade level:
Specialized experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 (GS-12) in the Federal service. Specialized experience MUST include all of the following:
Interpret regulations and develop guidance on financial and accounting policies;
Assist with analyzing and monitor financial accounts; and
Provide guidance and direction to analysts on the administration and management of financial programs.
