The primary purpose of this position is: To serve as first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 618 AOC/ALDRC.
Duties
Plans, organizes, and directs the activities of 618 AOC/ALDRC, ensuring that airlift verification and planning activities complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents 618 AOC/ALD with a variety of installation and functional area organizations.
Responsible for the planning, analysis, coordination, and processing of USTRANSCOM validated requirements supporting Presidential, JCS, DoD, and non-DoD agencies global mobility airlift operations.
Coordinates aircraft and crew requirements with users, commercial carriers, airfield managers, base support agencies and airlift control elements as required by the mission.

This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
Incumbent may be required to be on standby to respond to emergency requirements which could involve procuring transportation, resolving on-the-spot problems and assisting customers in emergency situations. Subject to being on call, standby or staying for overtime during scheduled and unscheduled tour of duty.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of aircraft loading capabilities and limitations with additional knowledge of military command structure, mission programs, and organizational relationship of Air Staff and other MAJCOMs, Joint Operational Planning and Execution System (JOPES), Time Phased Force Deployment Data (TPFDD) computer systems and processes, Special Assignment Airlift Missions Request Systems (SRS), Airlift Integrated Interface (A2I), Interactive Mission Record (IMR), and the Distribution Lane Validation (DLV) system to maintain current and correct pre-shaping plans and to direct required changes to the Mobility Effects and Planning departments. Knowledge of organic and commercially contracted air transportation operations, aircraft performance capabilities, restrictions, limitations, and policies; knowledge of DoD, Joint, Service, and USTRANSCOM directives, regulations, and operating policies as they relate to Contingency, Special Assignment Airlift Missions (SAAM), Channel, and Exercise practices, plans, concepts, policies, procedures, guidelines, principles, operational concepts, contingency mobility war plans, and functional activities to interpret and advise on forecasted missions; knowledge of safety and security regulations, practices, and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD, Joint, Service, and USTRANSCOM directives, regulations, and operating policies as they relate to Contingency, Special Assignment Airlift Missions (SAAM), Channel, and Exercise practices, plans, concepts, policies, procedures, guidelines, principles, operational concepts, contingency mobility war plans, and functional activities to interpret and advise on forecasted missions.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing.
5. Comprehensive knowledge of aircraft loading capabilities and limitations with additional knowledge of military command structure, mission programs, and organizational relationship of Air Staff and other MAJCOMs, Joint Operational Planning and Execution System (JOPES), Time Phased Force Deployment Data (TPFDD) computer systems and processes, Special Assignment Airlift Missions Request Systems (SRS), Airlift Integrated Interface

6. Skilled in studying and analyzing air transportation operational planning functions and processes. Knowledge of flight operations fundamentals, including flight rules, Federal Aviation Administration regulations, airfield information and restrictions, and enroute supplements (runway length, load bearing capacity, types of fuel available, etc…). Knowledge of aircrew flying limitations and crew rest requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
