The VA Northeast Ohio Healthcare System is recruiting for a Program Support Assistant assigned to the Homeless Programs within Social Work Services. The incumbent supports a complex clinical service comprised of multiple Homeless programs serving Veterans experiencing homelessness or at risk of homelessness along with substance use disorder, mental health diagnoses, unemployment, and/or justice involved. This position is located in the Cleveland Community Resource and Referral Center (CRRC).
Duties
The dutiesof the Program Support Assistant includes, but is not limited to:
Plans, develops, maintains and reviews service data collection methodologies, records and techniques, prepares corrective action plans and makes appropriate recommendations for improvements in data collection / maintenance and work flow process.
Gathers and tracks transitional housing program providers' admissions and discharges for the purpose of accurate monthly analysis and calculation, reconciling invoices while maintaining budgetary parameters within a Fund Control Point.
Reviews Caseload Tracking Tool to analyze trends and provide feedback on performance.
Extracts, compiles, analyzes, organizes, and reports statistical data.
Provides administrative support to all Homeless Programs management.
Manages calendar for all activities and events coordinated at the CRRC locations.
Composes memorandums and letters for all service requests.
Gathers, systematically manages, and reports workload information from data sources, reporting to Coordinators and Supervisors of HUD-VASH, Housing First, Veterans Justice Outreach, Transitional Housing, and CRRC programs.
Maintains program specific data to track items including but not limited to program effectiveness and progress, budget, and compliance reports.
Work Schedule: Monday through Friday; 8:00 a.m. to 4:30 p.m

Qualifications
In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.
Applicants who were previously selected under a Competitive Delegating Examining Office (DEO) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.
In addition to the qualification above you must also have:
Specialized Experience (GS-07): You must have one year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-06 grade level. Examples of specialized experience may have been gained in a Clerical or Administrative Support environment and include: providing administrative support, operating a personal computer, using a computer to process and analyze data, sorting and processing incoming correspondence, coordinating with others between various units and offices to accomplish work related projects, analyzing work flow to determine potential problem areas and making recommendations to correct, proofreading documents for grammatical errors, notifying others of pending appointments and meetings, and advising others on processes or procedures.
You will be rated on the following competencies for this position:

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
