About the Position: Serve as a Human Capital Specialist for the Civilian Protection Center for Excellence and Deputy Chief of Staff G-3/5/7 performing a variety of duties relating to the management of administrative and personnel services and advice.
Duties
Advise and assist management in achieving sound organizational and position structures. Advises managers in preparation of position descriptions (PDs) and assuring that PDs are adequate for classification purposes.
Provide advice on staffing matters, including management options and alternatives with regard to recruitment, selections, advanced-in-hire rates, reorganizations, realignments, efficiency reviews, and reshape/downsizing actions.
Collaborate with HRSC on the management of all civilian personnel actions to include position establishments, recruitment actions, promotions, reassignments, retirements, performance evaluations, awards, and training.
Conduct reviews and analyze a variety of personnel management/programs and advises on their practical application.
Responsible for analyzing, recommending, and advising on a variety of personnel management services essential to the direction and efficient operation of the organization.
Serve as Performance Management Specialist for all SES, GS, and DCIPS employees across the CP COE and Civilian Protection Center for Excellence and Deputy Chief of Staff G-3/5/7.

Specialized Experience: One year of specialized experience which includes analyzing and evaluating the efficiency and effectiveness human capital operations; conducting detailed analyses of complex civilian personnel actions and work processes such as, position establishments, recruitment actions, promotions, reassignments, retirements, performance evaluations and awards, and training; administering various personnel related programs such as, incentive awards, DCIPS, DPMAP, support forms and evaluations, payroll issues, training, career management, and leave transfer program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
