You will serve as a SUPERVISORY HOUSING MANAGEMENT SPECIALIST in the FAMILY HOUSING OFFICE of NB SAN DIEGO.

Duties

You will act as point of contact for the Property Manager to ensure good coordination on issues affecting the installation, residence and public-private venture (PPV) partner. You will monitor housing programs (e.g., family housing, unaccompanied housing) to resolve program issues related to housing operations. You will brief residents on cleaning requirements, reimbursement procedures, identify damages above fair wear and tear, and determine maintenance requirements for the upcoming Bachelor Housing residents. You will maintain relationships with others (e.g., customers, providers) to ensure potential housing issues can be mutually resolved.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Manage, plan, direct housing program requirements within the framework of organizational constraints, 2) Accomplish program objectives and resolve problems related to utilization of privatized assets and civilian owned housing, 3) Provide military personnel off-base housing using knowledge of various housing policies, principles, practices, laws and regulations (ie, Military Family Housing and unaccompanied Housing program requirements, DOD, Federal, Navy, State, and legislative matters and legal precedents). 4) Support a rental partnership program through maintaining agreements with landlords, generating utilization/rental trend reports, and using mediation techniques with applicants and management personnel. 5) Manage data collection operation (i.e. Basic Allowance for Housing) to evaluate the collection of new units, update property information, rent and utility costs, and assess/approve units throughout the data collection period. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M., if related
or
A combination of specialized experience and the above graduate level education equivalent to 100% of the total requirement may be used to meet the specialized experience requirement.
